McGill, Governor of Minnesota, } SIR: In accordance with the requirements of section 18, of "An act to regulate common carriers and creating the Railroad and Warehouse Commission of the State of Minnesota, and defining the duties of such commission in relation to common carriers," we have the honor to submit herewith a report of the doings of the commission for the year prior to Dec. 1, 1887, with such facts, statements and explanations as will disclose the actual workings of the system of railroad transportation in its bearings upon the business and prosperity of the people of this State, and such suggestions in relation thereto as seem appropriate to the commission.
