Tentative State allotments for modernization of hospitals and related health facilities (for selected years) under administration proposal and H.R. 10041 (Harris bill)1

1 These allotments are tentative and will be adjusted to conform with regulations as approved by the Federal Hospital Council and the Secretary, and on the basis of current population and per capita income data.

Modernization funds distributed as follows: 1⁄2 of funds distributed on basis of need, (i.e., beds in existence as of Jan. 1, 1949, as reported in Hill-Burton State plans and Hill-Burton allotments to States, 1949-53, and 1⁄2 distributed on basis of population and per capita income factor squared.

2 Modernization funds distributed as follows: 1⁄2 of funds distributed on basis of need (i.e., beds in existence as of Jan. 1, 1949, as reported in Hill-Burton State plans and Hill-Burton allotments to States, 194953, and 1⁄2 distributed on basis of population and per capita income factor squared).

3 Under H.R. 10041, for fiscal year 1965, a full 100 percent of the funds authorized are available for new construction only.

4 Under S. 2531, funds appropriated are allotted among the States on the basis of population and allotment percentage squared, i.e., the existing Hill-Burton formula. The States are then authorized to set aside no more than of the total allotment for grants for modernization of hospitals and other health facilities. Differences from allotments shown in col. 1 are accounted for by inclusion of American Samoa and the establishment of minimum allotments for American Samoa, Guam, and the Virgin Islands under S. 2531, and the use of more current population and per capita income data.
