This report includes recommendations regarding the legal structure, as well as the governance and operations of such a foundation. The Committee also has included within this report a draft bill to accomplish these recommendations through federal legislation. The Committee recommends the formation of a government non-profit corporation that will accomplish your mission of promoting existing volunteer programs, encouraging the formation of new ones and motivating all Americans to engage in community service. The Committee wishes to emphasize the importance of private resources to the operation of the Foundation. We therefore suggest that the ability to generate private resources be among the criteria taken into consideration in the selection of the Board as a whole.
