CONFERENCE REPORT.

The committee of conference on the disagreeing votes of the two Houses on the amendments of the Senate numbered 1, 61, and 82 to the bill (H. R. 11692) making appropriations to provide for the expenses of the government of the District of Columbia for the fiscal year ending June 30, 1919, and for other purposes, having met have been unable to agree.

CONFERENCE REPORT.

[To accompany H. R. 11692.]

The committee of conference on the disagreeing votes of the two Houses on the amendments of the Senate to the bill (H. R. 11692) making appropriations to provide for the expenses of the government of the District of Columbia for the fiscal year ending June 30, 1919, and for other purposes," having met, after full and free conference have agreed to recommend and do recommend to their respective Houses as follows:

That the Senate recede from its amendment numbered 61.

Amendment numbered 83:

That the House recede from its disagreement to the amendment of the Senate numbered 83, and agree to the same with an amendment, as follows:

In lieu of the matter inserted by said amendment insert the following: $70,030, to be paid wholly out of the revenues of the District of Columbia; and the Senate agree to the same.

ASSESSMENT WORK ON MINING CLAIMS.

SEPTEMBER 2, 1918.-Committed to the Committee of the Whole House on the state of the Union and ordered to be printed.

Mr. FOSTER, from the Committee on Mines and Mining, submitted the following

REPORT.

[To accompany S. J. Res. 156.]

The Committee on Mines and Mining having had under consideration Senate joint resolution 156 beg to report the same to the House with favorable recommendation that it do pass with the following

amendment:

Line 5, page 2, strike out the "period" after the word "claims" and insert a colon and add the following:

Provided further, That the provisions of this act shall not apply to any locations made after January one, nineteen hundred and nineteen.

This amendment is believed to be necessary for the reason that suspending assessment work on mining claims ought not be extended to those who may locate claims after January 1, 1919. But this legislation is to take care of those who have already located claims but that on account of the scarcity of labor they may not be required. to do this $100 worth of assessment work on them during war, so that they may engage in more useful work.

Congress passed a similar law suspending during the years 1917 and 1918 the $100 worth of assessment work, but this law will expire at the close of the year 1918, and believing it for the best interest of all concerned that it should be extended during the period of war your committee recommends the passage of this joint resolution.
