It appropriates $4,380,086.33 less than was submitted to Congress in the estimates.

It provides for 403 more specific salaries than were appropriated for the current year and 237 less than are specifically called for in the estimates.

In addition to the total sum of $13,426,393.66 appropriated by the accompanying bill under the terms of the law of 1878 for general expenses of the government of the District of Columbia for the fiscal year 1919, and payable out of the revenues of the District of Columbia and out of the Treasury of the United States, there is recommended for the water service, payable wholly from the water revenues, $778,915.

The whole sum appropriated by the bill, including appropriations payable half and half out of the revenues of the District and the General Treasury, respectively, and the appropriations for the water service, payable wholly out of the water revenues, amounts to $14,205,308.66, being $4,891,998.33 less than the estimates submitted to Congress and $923,399.19 less than the whole appropriations for 1918.

The following table shows the estimated revenues of the District of Columbia for the fiscal year 1919 and the probable charges to be made against them by amounts carried in the accompanying bill, the sundry civil bill, and the legislative, executive, and judicial bill:

The specific changes in the number or grades of officers and employees of the District of Columbia government and their rate of compensation, as compared with the current law, recommended in the bill are as follows:

EXECUTIVE OFFICE.

The following increases in pay are recommended:

One secretary to the Board of Commissioners, from $2,400 to

$2,700.

One clerk from $1,200 to $1,400.

One stenographer and typewriter from $840 to $1,200.

An additional clerk at $720 is recommended in the purchasing division.

ASSESSOR'S OFFICE.

An additional draftsman at $1,200 is recommended.

A clerk and stenographer at $1,400 is recommended, and the pay of two stenographers is increased, respectively, from $720 and $840 to $900 each. A stenographer and typewriter at $1,200 is provided in lieu of a stenographer at the same salary.

MARKETS.

The pay of the laborer in Eastern Market and the laborer in Western Market is increased from $300 to $480 each.

A watchman at $600 is transferred from the appropriation for the operation of the refrigerating plant to the Fish Wharf and Market.

FF ICE OF SUPERINTENDENT OF WEIGHTS, MEASURES, AND MARKETS. A chief inspector at $1,500 is recommended.

ENGINEER COMMISSIONER'S OFFICE.

The title of the superintendent of sewers is changed to "sanitary engineer" at the same salary.

FREE PUBLIC LIBRARY.

The janitor of the Takoma Park branch is increased from $360 to $480.

PLAYGROUNDS.

The following additional employees are recommended:

3 directors at $65 per month each for 10 months.

2 assistant directors at $50 per month each for 7 months.

2 assistant directors at $60 per month each for 3 months.

3 assistants at $45 per month each for 3 months..

3 watchmen at $50 per month each for 12 months.

ELECTRICAL DEPARTMENT.

A telegraph operator at $1,000 and a repairman at $840 are recommended.

PUBLIC SCHOOLS.

Officers. The pay of one clerk is increased from $1,200 to $1,400, and two stenographers from $840 to $1,000 each.

Attendance officers.-Two additional attendance officers, at $600 each, are recommended.

Teachers. The following additional teachers are recommended:
