Mr. LANGLEY, from the Committee on Invalid Pensions, submitted the following

REPORT.

[To accompany H. R. 6421.]

The Committee on Invalid Pensions, to whom was referred the bill (H. R. 6421) to increase the pensions of those who have lost limbs or have been totally disabled in the same in the military or naval service of the United States, having fully considered the same, report thereon without amendment with the recommendation that said bill

do pass.

The approximate cost of this bill the first year may be tabulated as follows, based upon figures contained in the report of the Commissioner of Pensions, dated June 30, 1917, less a deduction of 12 per cent, which is accepted as the death rate in these classes up to the

time of the probable enactment into law of the bill:

305, at $40 per month, increased to $65.. 650, at $46 per month, increased to $70. 722, at $55 per month, increased to $75.

This does not include those who have lost both hands of both feet or are pensioned at $100 per month, as no figures are available to indicate the number of them.

In view of the total inability of the maimed soldiers to earn a living in the ordinary trades and activities, their advanced years, and the greatly lessened purchasing power of their pensions, your committee believes that this bill is a meritorious measure and recommend its passage.

CONFERENCE REPORT.

The committee of conference on the disagreeing votes of the two Houses on the amendments of the House to the resolution (S. J. Res. 123) providing for the calling into military service of certain classes of persons registered and liable for military service under the terms of the act of Congress approved May 18, 1917, entitled "An act to authorize the President to increase temporarily the military establishment of the United States," having met, after full and free conference, have agreed to recommend and do recommend to their respective Houses as follows:
