MEMORIAL TO PROFESSOR JOHN R. ALLEN

HOSE who were in attendance at the recent Semi-Annual Meeting of the Society in Cleveland will no doubt recall the report of the Committee on Memorial to Prof. John R. Allen, outlining the plan for the erection of a bronze tablet to the memory of our late Director of the Research Laboratory of the Society. It was announced at that time that arrangements had been made to have the tablet erected in the entrance lobby of the Bureau of Mines Laboratory Building, at Pittsburgh, Pa. The Committee appointed to provide for this, further reported that the design of the tablet, which had been worked out by the Committee in cooperation with the architect for the U. S. Bureau of Mines, had been approved by the Bureau of Mines officials, and that it was to be erected during the coming fall. The wording of the tablet will be as follows:

"In Memory of JOHN ROBBINS ALLEN, who died while
actively engaged as Director of the Research Laboratories of
the AMERICAN SOCIETY OF HEATING AND VENTILATING EN-
GINEERS. He was esteemed as a man, a teacher and a master
engineer by the members of the Society and his associates,
who erect this tablet.
Born July 13, 1869

Died October 27, 1920."

Prof. S. E. Dibble, Chairman of the Committee, stated that the tablet is now completed and is to be erected, with proper services, Thursday, October 27th, the anniversary of Professor Allen's death. Great interest has been taken in the completion of this project by those who admired Professor Allen, and enjoyed his friendship and advice. It is expected that a number of the Committee members and others who were interested in Professor Allen's life work will attend the unveiling of the tablet on that date.

Chairman Dibble desires the attention of the members called to the fact that there still remains a considerable sum to be collected to meet the cost of this tablet. Approximately $150 was collected toward this fund at the recent Semi-Annual Meeting in Cleveland, but nearly as much in addition will be required and, as Chairman of the Committee, he urges that not only the members, but also the local Chapters of the Society cooperate in assisting in the collection of this additional amount. Remittances may be made direct to Professor Dibble, or the members of local Chapters may contribute through their local treasurer.

SUMMER MEETING OF THE INSTITUTION OF HEATING AND VENTILATING ENGINEERS

HE summer meeting of the British Institution of Heating and Ventilating Engineers was held at the Grand Hotel, Sheffield, England, on June 21, 1921. An excellent account of the meeting appears in Domestic Engineering, London.

The presentation of a report of the Research Committee was an important factor. It was stated that the work of the past few months had not been of an onerous character and it had, therefore not been neces

sary to adhere strictly to the hitherto observed rule of meeting monthly. The financial position had for the time being vastly improved owing to the liberality of many of the members and a few outside firms. They had been enabled to secure from the Government Department a further grant-in-aid, on the pound-for-pound basis which helped them considerably. There had been a difference in opinion between the Department of Scientific and Industrial Research and the Committee of that Society as to whether or not the testing of thin building materials should be included at present in the approved program of work to be carried out by the Departments grant. For two reasons, it was desired that this particular investigation should receive immediate attention. Firstly, the Committee felt that they were under a moral obligation to the members generally to publish a list of heat transmission coefficients, not only for heavy materials, but also for thin ones. Secondly, the lack of data on thin materials was being severely felt, and the Committee were constantly asked when it would be available. New thin building materials. were constantly appearing on the market and the heat loss coefficients were essential as such materials represented the largest percentage of the total heat lost from a building.

The work carried out in the laboratory during the past few months consisted of numerous tests on heat emission from standard pattern radiators and experiments for the separate determination of heat emitted by convection and radiation, and a good deal of useful information had been obtained. An entirely new voltage rectifier which would ensure the utmost accuracy in the experimental work had been constructed.

At the request of the president and the Council, the National Radiator Co., Ltd., of Hull, exhibited a film showing the manufacture of their radiators and boilers through their various stages, which proved very interesting indeed.

Mr. A. C. Pallot, B.Sc., gave a résumé of his paper on The Meier Chart: A Method Designing Ventilating Ducting Systems. A keen discussion followed, in which most of the members participated.

In accordance with Art. VII, Sections 2 and 3, of the Constitution, as given below, ballots containing the names of the above candidates will soon be sent to the membership for voting upon prior to the Annual Meeting in January.

Sec 2. A Nominating Committee, of five members of the Society, not officeholders, shall be appointed by the Council within two months after the date upon which it assumes office. It shall be the duty of this Nominating Committee to select one candidate for each of the various offices that are to be filled at the next ensuing Annual Meeting. This Committee shall present to the Secretary, at least ninety days before the day of the Annual Meeting, the names of candidates for the offices to be filled, first securing the consent of the members selected to stand for the election. Ten or more members of the Society may present to the Secretary, over their signatures, the name of any member of the Society as a candidate for any office, provided they do so within sixty days of the Annual Meeting, and the Secretary shall add such names to the ballot, provided they are not already included in the list of names presented in the formal report of the Nominating Committee. Such names when presented shall be included on the printed ballot, with a special notation that they are presented by members independent of the Nominating Committee's

report.

Sec. 3. Upon receipt of the list of nominations the Secretary shall at once prepare ballots with the names of all candidates and forward them to the members, at least thirty days before the date of the Annual Meeting.

NOMINATIONS FOR MEMBERS OF THE

COMMITTEE ON RESEARCH

LTHOUGH committees of the Society are usually appointed, in view of the great importance of the Committee on Research and the financial responsibility it would be called upon to assume, it has been made more representative of the entire membership of the Society by a process of election. The election is governed by the by-laws for the election of Officers, with the single exception, that Members of the Committee on Research are nominated by the Council instead of by a Nominating Committee. In accordance with the Regulations for the government of the Research Laboratory, adopted at the January, 1919, Meeting, the Council announces the nomination of the following members of the Committee whose present terms expire January, 1922, to succeed themselves for a term of three years.

The regulations governing the nomination and election of members of the Committee on Research are as follows:

a. That the Council shall nominate, previous to October 1st of each year, five members to fill vacancies of those retiring at the next Annual Meeting.

b. That the nominations made by the Council shall be published in the October Journal of the Society.

That prior to December 1st of any year, any ten members, over their own signatures, may nominate one or more additional members for the Research Committee, and such additional nominations shall be placed on the ballot opposite such of the nominations made by the Council as designated by those making the nomination.

d. The election shall otherwise conform to the same regulations as are provided for the election of officers.

Vacancies may be filled by the Council, such persons, chosen by the Council, to serve until a successor can be elected at the next annual election.

CANDIDATES FOR MEMBERSHIP

HE Constitution of the Society as amended in 1916, requires the following mode of procedure in voting on applicants for membership in the Society:

The names of the candidates passed upon favorably by the Membership Committee each month are printed in the Journal accompanied by a notice. inviting the members of the Society to submit favorable or unfavorable criticism or information regarding their qualifications. After 30 days. have elapsed following the publication in the Journal, a sealed letter ballot is taken by the Council upon the candidates thus proposed.

The Membership Committee reports that, during the past month 24 applicants for membership have been received and acted upon. The names of the applicants are published in the following list, which is divided according to the grades to which their qualifications entitle them, as follows: Full membership, 18; Associate membership, 5; and Junior membership, 1.

The Member

Members are requested to scrutinize the lists with care. ship Committee, and in turn the Council, urge the members to assume their share of the responsibility of receiving these candidates into Membership by advising the Secretary promptly of any one whose eligibility for membership is in any way questioned. All correspondence in regard to such matters is strictly confidential, and is solely for the good of the Society, which it is the duty of every member to promote.

Unless objection is made by some member by November 15, 1921, these candidates will be balloted upon by the Council. Those elected to membership will be notified by the Secretary, immediately after election.

NOTICE: Members who allow their names to appear as Proposers upon applications for membership in the Society are requested to respond promptly to the inquiries from the headquarters' office regarding references of applicants. Under the present order of procedure of the Membership Committee, no application may be acted upon until responses are received from both Proposers named therein. Inasmuch as an applicant may not be elected to membership until his name has been posted in the Journal, failure to be listed in one issue will mean considerable delay. It is apparent, therefore, that procrastination in this matter on the part of the Proposer may work a grave injustice to the prospective member, and an entirely unnecessary one.
