Mayor NEWTON. Is there a discussion of the motion? If not, I will call for all those who favor it, say aye. Opposed, no. The resolution or motion is carried.

Mayor GREEN. Mr. Chairman and gentlemen, we have several resolutions that we thought should be studied and it has been suggested now that we submit these resolutions, recommend them to you, and then they will be studied and explored by the Legislative Committee in regard to legislation and constitutionality and for the restrictions connected with them. We recommend them to you. We think they are splendid resolutions. We recommend the following:

Mayor NEWTON. I would like to say that as many people remain as possible after the meeting is adjourned.

Mayor GREEN. Be it resolved that this conference endorse the idea of Federal legislation to prohibit the shipment of gambling devices into or out of any State where the possession or use of such devices is illegal. Further, requiring Federal registration of all such machines sold within States and prohibiting foreign export of such devices.

Be it resolved that this conference record its approval of a uniform firearms licensing law requiring all sellers, distributors, and users of firearms to register the said number of said firearms with properly designated public agencies.

Be it further resolved that this conference record its approval of a national central bureau where all said serial numbers will be recorded for the information of Federal, State, and local law-enforcement officials.

Be it resolved that as a condition precedent to receipt of a Social Security number, all applicants be required to file their fingerprints with the Social Security Agency, and

Be it further resolved that the Social Security Agency should be required to make available to all "law-enforcement" officers, Federal, State and local, all said fingerprint and other Social Security records.

Be it resolved that this conference go on record as favoring Federal legislation making interstate use of telephone, telegraph, or radio facilities for dissemination of horse race results for illegal gambling purposes a Federal crime. Such a law would not be designed to prohibit dissemination of sports information through the generally accepted press associations and newspapers.

Be it resolved that the so-called Federal "unlawful flight" statute should be broadened to cover all felonies.

Be it resolved that this conference desires to give full and complete cooperation to all committees of Congress concerned with the problems under consideration by this conference.

We recommend all the resolutions be referred to the committee to be explored and be handed back at the April meeting.

Mayor NEWTON. You have heard the motion. Is there any discussion of that motion? All those in favor, say aye. Opposed, no. Motion carried.

(Voice from the floor.) Mr. Chairman, I would like to suggest that included in these resolutions, one be drafted and sent to the President of the United States expressing our very deep appreciation for his great interest taken in this conference.

Mayor NEWTON. Is there a second to that motion? All those in favor, say aye. The motion is carried. I am sure that that can be done. I am very happy, on my part, to say that anything assigned to me that acts as a record is extremely important to all of us. I would like to state that the organization will be composed of the Executive Committee, presided over by me, of representatives of the organizations, two representatives from each organization, the president of each organization, plus a designated lieutenant. I would like to ask the president to please name the delegate other than himself by Saturday of this week and provide me the information at Denver, Colo., so that we can get under way immediately. This is a very important situation that has been assigned to us. Now, if you will all wait for just one moment, I will extend to you the Attorney General's policy to assist me to adjourn the meeting. I want to say, I appreciate very much the cooperation I have received today from all the delegates and I hope to perform my part in the new organization as best I can with your continued cooperation. Thank you very much and the meeting is adjourned (5 o'clock).

PRESS CONFERENCE

Attorney General MCGRATH. Upon conclusion of our deliberations and the remarks here today, I want to tell you that I am extremely grateful to you for coming here, for giving the attention which is every indication you are devoted to the task before us. I understand that you have geared machinery which is designed to make this a continuing body out of which we may expect to get very definite and specific results. Whatever questions you have proffered, whatever policies you have set forth in your resolutions, I give you assurance that they will receive from the officials of the Department of Justice the appropriate and vigorous attention. We will work closely with these committees in making a very sincere and determined effort to carry through the policies which we think we know you came here

for and have so expressed. It is a big job, as the President told us this morning, and as I tried to imply in my own remarks, and I believe that with the proper support from the press and radio of the country, people of the United States will soon come to appreciate the great advantage to their own future and to the future of their community, if at this particular time we can bring under control these vices and evils which now are in our social system. We have formed a partnership here today between the Federal Government, between the State governments as represented by attorneys general, and between the municipal law officers as represented by their delegates, and it will be my purpose as Attorney General to see that that partnership is kept together as a working team to present the necessary legislation that may be found to be desirable to put all the strength that we have behind this legislation in an effort to see its passage of the kind that the results of your conference will come completely up to your expectations. While I have not been advised of the fact, I hope it is so, that you have set in motion here machinery by which this can be a continuing organization-to be enlarged, if necessary and desirable, to include other groups that were not brought in at this first meeting-a continuing organization to watch that great social problem throughout the United States. I am happy to have had the Department of Justice to sponsor it, and to give the direction and leadership whenever the occasion requires it. Gentlemen, I thank you very much for your attendance.

Mayor NEWTON. Now, in addressing myself once again to the ladies and gentlemen of the press, I am going to introduce to you Mayor W. Cooper Green, mayor of Birmingham, Ala., chairman of the Resolutions Committee, who will read you the resolutions and the action taken by the conference.

Mayor GREEN. Mr. Chairman, ladies and gentlemen of the press, the committee has expressed themselves in resolution as follows: Whereas there has been presented to this conference evidence of the existence of organized crime which has become a serious threat to the true administration of justice and the foundation of good government within the United States of America, and

Whereas organized crime is capitalizing on the jurisdictional, as well as geographical limitations of Federal, State, and municipal lawenforcement agencies to such an alarming extent that successful detection and prosecution are being evaded, and

Whereas the Attorney General of the United States has recognized this serious threat to all law-enforcement agencies and has invited representatives from the United States Conference of Mayors, the National Association of Attorneys General, the National Institute of Municipal Law Officers, and the American Municipal Association to

meet with him and other representatives of the Federal Government to discuss the problem in which all are concerned, to the end that more effective means may be found to combat organized crime, and

Whereas this conference has resulted in an increased mutual understanding of the problems to be met by local authorities and the Federal Government, and in addition has clearly demonstrated the need for a further study of these problems.

Therefore, be it resolved that an executive continuing committee be appointed, the membership to consist, in addition to the chairman, of two representatives from each of the following organizations: The American Municipal Association, the National Institute of Municipal Law Officers, the United States Conference of Mayors, the National Association of Attorneys General, the International Association of Chiefs of Police, and such other members from Federal agencies as the Attorney General may designate, and such organized law-enforcement groups as may be recognized by the members of the Executive Committee upon application thereto. The chairman of the Executive Continuing Committee shall be Mayor Quigg Newton of Denver, Colo.

Be it further resolved that a Legislative Committee be appointed by the Executive Continuing Committee, and that such Legislative Committee shall appoint the following subcommittees to deal with Federal legislation, State legislation, municipal ordinances, and a subcommittee for further cooperation between the Attorney General's Conference on Organized Crime.

Be it further resolved that Mayor Thomas D'Alesandro, Jr., of Baltimore, Md., shall act as chairman of the Legislative Committee, and the Attorney General shall be an ex officio member of the Executive Continuing Committee.

Be it further resolved that the committee make such reports that are feasible by April 15, and the Committee on Federal Legislation make its report by such time that the present Congress may consider such reports.
