CONCLUSION Congress directed in 1970 that RICO be liberally construed to effectuate its remedial purposes. One of RICO's remedial purposes is to provide fraud victims with a private cause of action. Civil RICO's private enforcement mechanisms are necessary if victims of fraud are to be compensated for crimes perpetrated against them. This Court should, therefore, resist the effort of the District Court to imply into Civil RICO an exception to narrow its scope and, instead, follow Congress' liberal construction mandate.
