International Law is the system of rules governing the inter- Sec. 1. Definicourse of nations in peace and war. The naval officer is chiefly concerned with that division of the subject which relates to war, its causes, objects, and rules of conduct; and it is that division, as applied to maritime affairs, which these notes are intended to illustrate.
