Mr. ANDREWS. This statement closely follows the pattern of those delivered in person in the past 2 years, and includes tabular material on obligations and expenditures by appropriation item; summaries of key workload factors affecting O. & M.; tabulations of civilian personnel; a table of contract versus in-house aircraft, engine, and accessory maintenance, and tabular presentations of three of the areas prominent in the committee's recommendations last year; namely, communications costs, departmental administration, and travel costs.

We will, most likely, have the new Comptroller, Mr. Hitch, before us at such time as budget amendments are up for consideration, and any necessary revisions to this prepared statement can be made at that time, and any questions of a general Defense-wide interest can then be directed to him.

In the meanwhile, there is material available that the committee is interested in from an all-service point of view, and that ought to be in the record at this point. DATA ON LIMITATIONS, DEPENDENTS' EDUCATION PROGRAM, FLYING

HOUR PROGRAMS, AND ACTIVE AIRCRAFT I have reference to a report of the status, in terms of obligations, of the limitations placed in the act last year; a tabulation of numbers of students in the dependents' education program, by service, by type of schooling, and showing costs; a tabulation showing the total flying hour programs of the services, including the Reserve forces, and programs financed out of industrial funds and other appropriations, and a table of active aircraft by service component and source of operating funds. These have been prepared at the request of the committee staff.
