12. lappuse - In common carrier, land mobile services (paging, two-way) are requiring between 175 and 200 days to process. This is up to 60J slower than in FY 1988. We have recently begun processing rural cellular telephone applications and have granted over 28 construction permits since the first lottery was held in July of 1988. About 801 still need to be granted.
