(a) The seal of the Veterans' Administration is kept in the custody of the chief clerk, central office, who will affix the seal only when Veterans' Administration Form 57 has been properly executed by an employee to whom authority has been delegated by the Administrator to certify true copies of any public documents, records or papers belonging to or in the files of the Veterans' Administration, and cause the seal of the Veterans' Administration to be affixed. Upon affixation of the seal, the papers will be returned by the chief clerk to the certifying employee for proper transmission. When an assistant administrator, the solicitor, the executive assistant to the administrator, the chairman, board of veterans' appeals or the manager of a Veterans' Administration regional office, or facility, in the field has brought to his attention one of the following cases he will, after the preliminary examination has been made, submit immediately all facts with appropriate recommendations direct to the Administrator of Veterans' Affairs for such investigative action as the Administrator may deem necessary: (a) Matters involving internal administration.
