(d) The several agencies and functions consolidated by this section in the Federal Works Agency shall carry with them their personnel.

SECTION 301. The Commissioner shall be appointed by the Federal Works Administrator and shall receive a salary at the rate of $10,000 per annum. The Commissioner shall act under the direction and supervision of the Federal Works Administrator.

SECTION 307. SECTION 1. State Department.-Transfers and consolidations relating to the Department of State are hereby effected as follows:
