EXPLANATORY NOTES

This directory lists all local housing authorities with low-rent public housing projects under the jurisdiction of the Public Housing Administration, or with active reservations for low-rent public housing under the Housing Act of 1949. For each such local authority this directory indicates the city in which the authority is headquartered, the places in which it has PHA low-rent programs, the number of such units and projects, and the low-rent programs with which the authority is concerned.

Local authority and community served (col. 1)

States are presented in alphabetical order.

Local authorities are listed alphabetically within each State.

When an authority operates in two or more places, the places are listed (indented) in alphabetical order, below the name of the local authority.

When an authority operates in only one place, and that place bears the same name as the local authority, no other lines follow the authority name. When an authority operates in only one place, but that place differs in name from the local authority, the place name will appear on a second line (indented) following the name of the local authority.

Number of dwelling units, total (col. 2)

The total number of dwelling units under reservation, in preconstruction. under construction, and under management.

Number of units, reserved (col. 3)

The number of units reserved but for which an annual contributions contract has not yet been approved or executed.

Number of units, under A.C.C. (col. 4)

The number of units for which an annual contributions contract has been executed, but which are not yet under construction, and units for which A.C.C. has been approved, but not yet executed. The latter are indicated by a footnote. Number of units, under construction (col. 5)

The number of units under construction.

Number of units, under management (col. 6)

The number of units under management under the Housing Act of 1937 (includes Public Laws 412, 671, and PWA), the Housing Act of 1949, the Housing Act of 1950 (conveyed for low-rent use), and the farm labor camps program. Projects, total (col. 7)

The total number of projects under active development (preconstruction or construction) and management.

Projects, under A.C.C. (col. 8)

The number of projects under annual contributions contract, but not yet under construction.

Projects, construction (col. 9)

The number of projects for which notices to proceed have been issued, but in which all units have not been completed.

Projects, management (col. 10)

The number of projects in which all units have been completed.

Programs (cols. 11 to 15)

An asterisk in any of the five columns indicates that a project is under de velopment or management under that program.

An "M" under Public Law 671 indicates a mixture of both federally and locally owned projects.

Farm labor camps are indicated by footnote to column 6.

An "E" under HA '49 indicates that at least some units have been designed under the Housing Act of 1956 for occupancy by senior citizens.

As of September 30, 1963, three low-rent projects were being operated directly by the Public Housing Administration; such projects are not included in this directory. These federally operated low-rent projects are

DEAR MR. CHAIRMAN: On behalf of the Steering Committee of the New York Congressional Delegation, yesterday I introduced H.R. 10276, copy attached, designed to include the development of air rights sites as a form of urban renewal for inclusion under the title I program. The steering committee was prompted to this action by a December 1963 report of Gov. Nelson A. Rockefeller's Committee To Accelerate Middle-Income Housing and Urban Renewal Construction Activity in New York City. We feel instrumentation of its recommendation in this regard will have application to other metropolitan communities throughout the Nation.

Apparently, the concept of stimulating middle-income housing construction activity through the use of air rights sites has been hampered because of the prohibitively high cost of the abnormal foundations and concrete slab platform needed to cover the facility being utilized. Were the development of an air rights site to be considered as a form of urban renewal, Federal, State, and city capital grant assistance could be made available to absorb the construction cost of the abnormal foundations and concrete platform. Since one of the purposes of the Federal and State urban renewal programs is to develop underutilized land to its highest and best use and to eliminate adverse conditions which have a blighting or deteriorating effect on their surrounding neighborhood, the use of the urban renewal technique and write-down to pay for the cost of creating the air rights site does not seem inconsistent with the basic "site improvement" goals of the title I urban renewal program.

Your consideration of this suggested amendatory language would be greatly appreciated. If there is any further information you wish from us on this matter. we shall be happy to supply it.

DEAR CONGRESSMAN RAINS: I am writing on behalf of the Association of Collegiate Schools of Planning in support of the housing and community develop ment bill now before your subcommittee. We wish particularly to endorse title VII provisions for Federal-State training programs.

As an organization representing schools of urban and regional planning in some 19 universities, we want to point out to you the very urgent need for increasing the supply of trained manpower to staff planning and renewal agencies. The number of professionally trained persons taking their first jobs each year has little or no effect in alleviating the steadily mounting shortage of manpower. Even with small gains in numbers completing their training, the increase in number of job openings far outstrips the net increase in professionals entering the job market. Without qualified persons, the housing and community development effort will be unable to realize its full potential.
