CHAPTER I.

ARTICLE XIII.

To render an account of fees.

7th. The issuing, delivering and return of every subsequent execution as above provided.

IV. A book of taxed costs, in which he shall enter according to their proper dates, and alphabetically arranged under the names of the plaintiffs, the titles of all causes in which the costs have been taxed; the amount of which the court costs were taxed therein; the amounts advanced or paid by the plaintiffs during the progress of the action or after judgment, and the balances due the city therein.

V. A cash book, in which he shall enter all moneys received by him for fees and costs in all cases, both civil and criminal, with the dates of their receipt and the titles of the actions in which they were received.

§ 10. He shall render, at the first regular meeting of the common council in every month, an account in detail of all fees received by him in all cases, civil and criminal, and of all balances of taxed costs in civil actions remaining_unpaid, which account shall be verified by his oath; and he shall forthwith pay over to the treasurer the amount of fees so received.

11. The treasurer of the city is hereby designated as the officer to whom each of the said justices is to pay over monthly the fines, fees, penalties and moneys collected and received by him, by virtue of his office, as required by law.

SECTION 1. The keeper of the City Hall shall be solely under the direction of the mayor and board of aldermen, and shall have charge of the City Hall, flags, furniture and all other property of the city, in said City Hall; it shall be his duty to cause the same to be kept clean, and in good order, and he shall always be in attendance at meetings of the common council and of committees, and during the regular office and business hours.

§ 2. He shall reside in apartments within the City Hall appropriated and set apart for that purpose by the common council.

ARTICLE XV.

SECTION 1. Whenever proposals for furnishing supplies Form of proor doing work for the city of Brooklyn are invited by the posal, board of city works under title XVII, section one, of the city charter, said board is authorized and directed to require as a condition precedent to the reception or consideration of any proposal, the deposit with them of a certified check to the president of the board of city works or of money, (such check or money to accompany the proposal,) to an amount of at least five per cent. of the estimated cost of the supplies or work called for, when the amount of such cost is ten thousand dollars or under, and if the amount of such estimated cost shall exceed ten thousand dollars, for

ARTICLE XVI.

§ 2. Any person offering a proposal to furnish supplies or to do work for the city whose proposal may be accepted by the board of city works, and who shall neglect or refuse to enter into a contract and furnish satisfactory sureties for the faithful performance of the contract, shall forfeit to the city the amount deposited with the said board of city works, in conformity with section one of this ordinance, which said amount shall be received and retained by said city as liquidated damages for such neglect or refusal to enter into said contract.

§ 3. Any check or money deposited with the board of bids shall not city works in accordance with this ordinance, shall be returned to the depositor thereof whose bid shall not have been accepted by said board of city works.

§ 4. All advertisements published by the comptroller inviting sealed proposals for the purchase of any bonds, certificates, or stocks of the corporation of the city of Brooklyn, shall state the place where, and the day, and how, when and to which such proposals will be received.

§ 5. Upon the expiration of the time so limited for the reception of such proposals, it shall be the duty of the comptroller to publicly and audibly announce that fact, and thereupon, within the view and hearing of all persons present, he shall forthwith proceed to open and read the said proposals so received, and each one of them, but no such proposals shall be received after such announcement has been made, nor shall they be opened before the appointed time, or in any other place than the one so desig nated and appointed for that purpose. After being recorded, as provided in the next following section, the said proposals shall be carefully filed and preserved in the comptroller's office.

§ 6. All proposals or bids hereafter made to and received by the comptroller for the purchase of any description of bonds, certificates or stocks of the corporation of the city of Brooklyn, shall be recorded in a book to be kept for that purpose in the comptroller's office, to be labelled "Proposals for city bonds, etc." Such record shall state the name of each bidder, the amount wanted, and the rate or price offered therefor, and also the awards made and declared by the comptroller, and when not in use, the same shall at all convenient times be open to public inspection.

ARTICLE XVI. Statement to be

§ 8. § 9. The board of police of the city of Brooklyn Board of police are hereby authorized and empowered on behalf of the city, disburse a conto make such disbursements as are necessary and essential tingent fund. for the proper discharge of their executive duties, and which from their nature cannot be foreseen or provided for, or which are necessarily required for expenses of their detective force, or in the detection and arrest of criminals; but this ordinance shall not be deemed to authorize the expenditure of any sum beyond that from time to time raised as a contingent fund for said board.

§ 3. The financial officers of the city are hereby required to pay to the head of said department, the sum of five hundred ($500) dollars as a permanent fund to be used by said department in making the advances herein before referred to, and which he shall account for and pay to said city at the expiration of his term of office, or of the power hereby granted.

PASSENGERS AND ARTICLES OF VARIOUS KINDS, AND OF RAIL-
ROAD CARS, BUTCHERS, COMMON CRIERS, HAWKERS, PED-
DLERS, PAWNBROKERS, INTELLIGENCE OFFICES, CIRCUSES,
JUNK SHOP KEEPERS, SWEEPS AND SCAVENGERS, AND FIXING
THE RATES OF COMPENSATION OF CERTAIN OF THEM.

The common council of the city of Brooklyn do ordain as follows:

SECTION 1. Licenses shall be granted by the mayor from granted by the time to time to such persons as he may deem proper, residents of the city of Brooklyn, of the age of twenty-one years, and of good moral character, and not otherwise, to carry on the business or trade, or to act in the capacity of coachmen, porters, owners and drivers of hacks, trucks, cabs, omnibuses, stages, railroad cars, express wagons, peddlers wagons and junk wagons or carts, and of common criers, hawkers, peddlers, pawnbrokers, keepers of intelligence offices, junk shop keepers, sweeps, butchers and meat sellers. Also to license the exhibition of circuses, and the keepers of billiard tables and bowling alleys for public use.
