1 (e) In order to make funds available to complete any 2 grant or contract entered into prior to the effective date of 3 this Act under the Manpower Development and Training Act 4 of 1962, or title I of the Economic Opportunity Act of 1964, 5 the Secretary may transfer sums newly authorized under this 6 Act for that purpose.

7 (f) Notwithstanding any other provision of law, unless 8 enacted in specific limitation of the provisions of this sub9 section, funds appropriated to carry out this Act which are 10 not obligated prior to the end of the fiscal year for which 11 such funds were appropriated shall remain available for 12 obligation during the succeeding fiscal year, and any funds 13 obligated in any fiscal year may be expended during a 14 period of two years from the date of obligation.

ADVANCE FUNDING

SEC. 4. (a) For the purpose of affording adequate notice 17 of funding available under this Act, appropriations under this 18 Act are authorized to be included in the appropriation Act 19 for the fiscal year preceding the fiscal year for which they 20 are available for obligation.

(b) In order to effect a transition to the advance fund

22 ing method of timing appropriation action, the provisions 23 of subsection (a) shall apply notwithstanding that its initial 24 application will result in the enactment in the same year 25 (whether in the same appropriation Act or otherwise) of

DEFINITIONS

SEC. 5. As used in this Act, the term―

(1) "Secretary" means the Secretary of Labo

(2) "State" means the several States and the trict of Columbia, the Commonwealth of Puerto

(3) "Local service company" means a comm development corporation or other corporation, par ship, or other business entity organized to operate a ployment or training program or component th and owned or operated in substantial part by econ cally disadvantaged, unemployed or underempl residents of the area to be served.

(4) "Health care" includes, but is not limite preventive and clinical medical treatment, family ning services, nutrition services, and appropriate ps atric, psychological, and other services.

(5) "City" means an incorporated municip

having general governmental powers.

(6) "Wagner-Peyser Act" means "An Act to vide for the establishment of a national employ

system and for cooperation with the States in the pro

(7) "Public service" includes, but is not limited to, work in such fields as environmental quality, health care, education, public safety, anti-poverty work in local public and private nonprofit organizations, crime prevention and control, prison rehabilitation, transportation, recreation, housing and neighborhood improvements, rural development, and other fields of human betterment and community improvement.

(8) "Unemployed persons" means—

(A) persons who are without jobs and who

want and are available for work; and

(B) adults who or whose families receive money payments pursuant to a State plan approved under title I, IV, X, or XVI of the Social Security Act or food stamps or surplus commodities under the Agriculture Act of 1949 or the Food Stamp Act of 1964 (1) who are determined by the Secre

tary of Labor, in consultation with the Secretary of Health, Education, and Welfare, to be available for

work, and (2) who are either (i) persons without jobs, or (ii) persons working in jobs providing in

families to be self-supporting without welfare as
