public policy for any gentleman of the bar to directly or indirectly have a man soliciting cases for him. I do not think it is strictly professional, but I must say it is a condition and not a theory. I think if you eliminate that entirely you are going a long way to settle this matter.

The Association was called to order at 10 o'clock, President Tuley in the chair.

MR. MATHENY: I move that the usual committee be appointed to audit the report of the Treasurer.

MR. ASHCRAFT: I second the motion.
The motion was carried.

PRESIDENT TULEY: I will appoint Mr. Rae, of Chicago, Mr. Snow, of Ottawa, and Mr. Willard, a committee to audit the report of the Treasurer. The first report in order this morning is the report of the Committee on Judicial Administration. If Mr. Prussing is not here we will pass to the next report, the report of the Committee on Grievances.

MR. MATHENY: Mr. Hirschl has filed that report with me; it is as follows:

The Committee on Increase of Federal Judiciary for the Seventh Circuit have to report as follows:

That bills were pending in the last Congress for additional judges for this District and Circuit, but, owing to reasons which only the Members of Congress and the Senators could explain, these bills were not passed. Efforts will be made to again urge an increase in the number of judges for this Circuit, as there is very much more work than the present judges ought to be asked to do.

Compared with the work in other surrounding Districts the judges of this District are compelled to do four times the work that is done by other judges. The attention of the Senators and Members of Congress has been called to this repeatedly, but so far without success. The Committee will continue its efforts, if the Association desires, until one or more additional judges are appointed in this Circuit.
