ANDREW P. VANCE,

Chief, Customs Section,
Civil Division,

Department of Justice:

Your Honors, please on behalf of the Attorney General and on behalf of all the attorneys who have represented the Government before Judge Johnson when he was Associate Judge of this court and as Chief Judge of this court and out of our respect for your Honors we associate ourselves in expressing our condolences on his passing and salute his memory as that of a man who gave much to his country as a member of Congress and as an honored member of this

court.

JUDGE SMITH:

I had the privilege of serving with Judge Johnson but I think one session of the court. I came to know him then as a very gracious gentleman. Since his retirement from the court I have had occasion to see him on several occasions and have visited with him through his terminal illness. He was a man of great courage, great patriotism, and it is with a deep sense of loss and respect that I add my remarks to those of the others.
