of any person, company or corporation owning
or operating as a common carrier any railroad
in whole or in part in this State, from charg-
ing or receiving for the transportation, origi-
nating and terminating within the State, of
any article at a greater or higher rate of com-
pensation than that established by statute,
where a rate for the transportation of such
article has been established by statute, or from
refusing to receive such article for transporta-
tion at the rate established by a statute.- (S.

(No. 156)—AN ACT To prescribe rules and regulations relat-
ing to demurrage and car service and charges
therefor and the respective rights, duties, obli-
gations, liabilities and remedies of common
carriers by rail and shippers and consignees
with respect to the furnishing of empty cars
and the transportation and delivery of freight
and delay of shippers and consignees in the
loading and unloading of cars and the receiv-
ing of freight and charges for such delay.-

State of Alabama, the right to acquire lands
for depots, freight yards, and team tracks by
condemnation proceedings, in the mode pre-
scribed by law, after application for permis-

sand Dollars to defray the expenses incurred
and to be incurred in connection with the rail-
road rate litigation now pending, or which
may hereafter be instituted, between the vari-
ous railroads of Alabama and the Railroad

(No. 735)-AN ACT To require and regulate the giving of
bill of lading or receipt for property received
by any common carrier, railroad or transpor-
tation company for transportation, originating
and terminating within this State, and to fix
the liability of the initial carrier for any loss,
injury or damage, to such property and pro-
hibit the limitation of such liability by con-
tract. (S. B. 343)____.

(No. 738)-AN ACT To further prescribe the powers of the
Railroad Commission of Alabama and to au-
thorize it to change any classification of rail-
roads or of any articles of freights, or any
rates or charges for the transportation of
freight or passengers which have 'been, or
which may hereafter be, prescribed by statute,
or any prevailing rates or charges for such
transportation which have been, or which may
hereafter be, by statute made the maximum
rates. (S. B. 398)__

(No. 781) AN ACT To authorize the Railroad Commission
of Alabama to modify or change any rule or
regulation prescribed by statute relating to de-
murrage or car service and charges therefor
and the respective rights, duties and obliga-
tions of common carriers by rail and shippers

AN ACT To amend Section 31 of an Act entitled
"An Act to regulate railroads and other com-
mon carriers in this State; to secure reasona-
ble rates and adequate service, and prevent un-
just discrimination in their public service, and
prescribe penalties for violation thereof," ap-
proved February 23, 1907.—(H. 14)___

(No. 13 )—AN ACT To provide for the inspection and exami-
nation of the books, papers, documents, ac-
counts, memoranda, records and contracts of
common carriers which, or the officers, agents
and employees of which, are parties to any suit
wherein is or may be drawn in question the
validity, fairness or reasonableness of any
rates or charges established by statute or the
Railroad Commission or made the maximum
rates by statute, or the statutes or orders es-
tablishing such rates for the transportation
of passengers, freight and property between
points in this State; to provide for the proced-
ure to obtain an order for such inspection and
examination, and prescribe penalties for the
failure or refusal of the carrier, or its officers,
agents, and employees, to allow such inspec-
tion and examination.-(H. 16).......

(No. 14)-AN ACT To exclude from the Railroad Commis-
sion and the members thereof and the attorney
general, all power, authority or duty to en-
force any rates, fares or charges for the trans-
portation of property or passengers which have
been or which may hereafter be prescribed by
statute, or made the maximum rates by stat-
ute, or any law now existing or which may
hereafter be enacted prescribing such rates,
charges or fares, or any rates, fares or charges
which have been or may hereafter be estab-

lished by the Railroad Commission's orders es-
tablishing the same, and all power and author-
ity to instruct, direct or request the attorney
general to institute any legal proceedings to
enforce such rates, fares, charges, statutes, or
orders. (H. 18)

(No. 15)-AN ACT To repeal an Act of the Legislature of
Alabama, entitled "An Act to fix and establish
the maximum rates to be charged by railroads
now operating or which may hereafter operate
as common carriers, in whole or in part, in the
State of Alabama, for the transportation, orig-
nating and terminating within the State, of
certain articles, and for this purpose to classi-
fy said articles and said railroad," approved
March 2, 1907.-(H. 22) __

(No. 17 )—AN ACT To further regulate railroads and other
common carriers, secure reasonable rates and
adequate service, and prevent unjust discrimi-
nation in their public service; and to further
prescribe the powers, duties and authority of
the Railroad Commission, with respect to said
railroads and other common carriers, and fix
