Sec. 8. On, or before the 10th of October, of each year the Railroad Commission, through the president thereof, shall make to the Governor, for transmission to the Legislature, a report of their acts and doings for the year ending on the thirtieth day of June, next preceding, setting forth such facts as will disclose the actual workings of the transportation system of this State, and making such suggestions, as to them may seem appropriate, and for the best interests of the State. Such reports may be made public immediately upon the filing of the Governor.

Sec. 9. No railroad commissioner or clerk of the commission, shall, during his continuance in office, personally or through any partner or agent render any professional service, or make or perform any business contracts for, or with any corporation, firm, company or association, or person owning or operating a railroad in this State, except contracts made in the capacity of such corporation, firm, company or association, or person as common carriers.
