A report containing credible cost The design package for the overall renovation has been supplemented by The fiscal year 1982 appropriations also included funding for the bookstack In response to an urgent need to repair the West Terrace Steps in front of The requested amount of $111,000,000 reflects the Committees direction to prepare the design package and cost estimates "suitable for advertising and awarding on the open construction market" (H. Report 97-170). Under this approach, known as Method C, nearly all work would be contracted out to a general contractor. Some work would be performed in-house as noted above. It is necessary to point out that two alternate construction approaches would result in substantial cost savings for this project. Method B would utilize the Architect of the Capitol's forces as a general contractor, who would then subcontract for most of the construction work. This approach would cost an estimated $95,000,000. If the Architect of the Capitol performed all of the work by hiring temporary skilled workers and managing the work in-house, the estimated cost would be only $80,000,000. This alternative, known as Method A, has been the one recommended and requested in prior years. This exemption would greatly facilitate the enormous procurement requirements for this project, reduce the extent of administrative overhead in the procurement and contracting office, and shorten the time necessary for purchasing materials and equipment for the project. These funds are also requested on a "No Year" basis, as the project duration is longer than one year. Replenishment of Funds Reprogrammed for Replacement of Two Elevators, Jefferson Building. ........ 20 In November and December, 1983, a reprogramming was approved in the amount of $350,000 to replace two elevators in the Thomas Jefferson Building. These reprogrammed funds are requested to be replenished. In addition, $150,000 are required to complete the replacement of the two elevators in a timely manner.
