of them, or, if passed with such defects in them, then point them out to the Governor, it would accomplish much good. It is impossible for the Governor, the Attorney General, or any one lawyer to give all the bills the attention many of them demand as long as the present system of engrossing and passing them is in force. It would cause some sacrifice on the part of the members of such a committee, but a few weeks of such service would be of vast assistance.

My experience on the Bench has confirmed me in the belief that the success and value of a Court depend in a large measure upon the character, ability and industry of the Bar. That being so, the members of the Bar are in part responsible for the shortcomings and imperfections of the judges before whom they practice, and are entitled to share in whatever credit may be due them for a faithful and satisfactory discharge of their duties.

Now, my fellow members of the Maryland State Bar Association, if I have made any suggestions which will prove to be helpful to you, or result in improving our procedure or laws, I will be content, although I have not presented them in as attractive form as I would like to have done. Others have occurred to me, but I cannot test your patience further. Asking your indulgence and assistance in the conduct of the business, I now declare the annual meeting of this association for the year 1913 to be in session.

The President: The first business in order is the report of the Committee on Admissions.

Philemon E. Tuck: The constitution requires that all reports shall be submitted in writing, so that the chairman should not be in much danger of travelling beyond the record and far afield. The following is the report of the committee:

REPORT OF COMMITTEE ON ADMISSIONS.

Your Committee on Admissions reports that the chairman in March last wrote each member of this committee requesting him to obtain the names of as many lawyers as possible for membership in this Association, and in June a similar letter was sent to each member of the committee. The chairman also sent a letter to each member of the City Bar Association who was not a member of our association, inviting him to join. These communications were in number nearly two hundred and twenty-five, with the result, however, that applications from only the following gentlemen have been acted upon for membership, who have been duly elected by the Executive Council: Henry M. McCullough and Henry L. Constable, of Elkton; Henry Osborne, Jr., of Havre de Grace; Robert MacDonald, Walter C. Caper, George Lewis Eppler, Tasker G. Lowndes and Frank A. Perdew, of Cumberland; Israel B. Brodie, Watson E. Sherwood, W. P. Pirscher, Edwin C. Irelan, James M. Mullen and C. Alexander Fairbanks, Jr., and E. C. Carrington, Jr., of Baltimore, and George H. REPORT OF THE SECRETARY.

Mr. President—During the year I have prepared for publication and issued to the membership the report of the annual session of 1912.

Having carried for years a number of the members who were far in arrears in the payment of dues, the Executive Council decided to purge the list, with the result that we now have a healthy membership of 526.

Attention is called to the fact that in previous years bills submitted by the Association to the legislature for enactment have usually died in the committees to which they have been assigned which chiefly indicates the lack of vigorous attention on the part of our Association. It is impossible for the secretary, unassisted, to give these bills the required attention, and it is therefore suggested that a Legislative Committee be appointed to see that they are promptly introduced and followed until final action is taken.
