The report was compiled by Mr. Lee J. Foley, Ms. Lori L. Hansen, and Mr. Scott K. Ginsburg, all of whom are present or former professional staff members with the Subcommittee. The report includes a history of and current status of the programs authorized under the Economic Opportunity Act, a summary of the oversight and investigative reports concerning these programs, and a review of the reports issued concerning the Headstart funding formula. Nothing in this staff report reflects the views of the members of the Subcommittee or the Chairman. This staff report and its recommendations will be most helpful in Committee deliberations.
