During the 2nd Session of the 95th Congress, the Subcommittee on
Employment, Poverty, and Migratory Labor will be involved in an extensive
examination and re-evaluation of the programs conducted under the
Economic Opportunity Act of 1964, as amended, with a goal of renewal
of the authorization for programs due to expire at the end of the current
fiscal year.

Because of the widespread interest in these various programs and the extensive work to be conducted by the Subcommittee, a staff report on the programs authorized under the Economic Opportunity Act has been prepared. The report was compiled by Mr. Lee J. Foley, Ms. Lori L. Hansen, and Mr. Scott K. Ginsburg, all of whom are present or former professional staff members with the Subcommittee. The report includes a history of and current status of the programs authorized under the Economic Opportunity Act, a summary of the oversight and investigative reports concerning these programs, and a review of the reports issued concerning the Headstart funding formula. Nothing in this staff report reflects the views of the members of the Subcommittee or the Chairman.

This staff report and its recommendations will be most helpful in Committee deliberations. Accordingly, I am enclosing herewith a copy of the staff report and ask authorization that a Committee Print be issued.
