TITLE V-AUTHORIZATION OF APPROPRIATIONS

NATIONAL VOLUNTEER ANTIPOVERTY PROGRAMS

SEC. 501. (a) There are authorized to be appropriated $37,600,000 for the fiscal year ending June 30, 1974, and such sums as may be necessary each for the fiscal years ending June 30, 1975, and June 30, 1976, for the purpose of carrying out title I of this Act. In each such year, of the sums appropriated pursuant to this title not less than $29,600,000 shall be expended on programs designed to eliminate poverty and poverty-related human, social, and environmental problems. Of this amount not less than $22,300,000 shall be expended on programs authorized under part A of title I in each such fiscal year. (b) Any sums authorized to be appropriated for title I of this Act in excess of $37,600,000 shall be reflected in a commensurate increase in the sums to be made available for part A of such title.

NATIONAL OLDER AMERICANS [VOLUNTEER] PROGRAMS

SEC. 502. (a) There are authorized to be appropriated $17,500,000 for the fiscal year ending June 30, 1974, [and] $20,000,000 each for the fiscal year ending June 30, 1975, and for the fiscal year ending June 30, 1976, respectively, $24,000,000 for the fiscal year ending September 30, 1977, $28,800,000 for the fiscal year ending September 30, 1978, and $34,560,000 for the fiscal year ending September 30, 1979, to be used for the purpose of carrying out programs under part A of title II of this Act.

(b) (1) There are authorized to be appropriated $32,500,000 for the fiscal year ending June 30, 1974, [and] $40,000,000 each for the fiscal years ending June 30, 1975, and June 30, 1976, respectively, $48,000,000 for the fiscal year ending September 30, 1977, $57,600,000 for the fiscal year ending September 30, 1978, and $69,120,000 for the fiscal year ending September 30, 1979, for the purpose of carrying out programs under part B of such title of which (A) $26,500,000 for the fiscal ending June 30, 1974, [and] $32,000,000 each for the fiscal years ending June 30, 1975, and June 30, 1976, respectively, $38,400,000 for the fiscal year ending September 30, 1977, $46,080,000 for the fiscal year ending September 30, 1978, and $55.296,000 for the fiscal year ending September 30, 1979, shall be available for such years for grants or contracts under subsection (a) of section 211, and (B) $6,000,000 for the fiscal year ending June 30, 1974, [and] $8,000,000 each for the fiscal years ending June 30, 1975, and June 30, 1976, respectively, $9,600,000 for the fiscal year ending September 30, 1977, $11520,000 for the fiscal year ending September 30, 1978, and $13,824,000 for the fiscal year ending September 30, 1979, shall be available for such years for grants or contracts under subsection (b) of such section.

(2) If the sums authorized to be appropriated under paragraph (1) of this subsection are not appropriated and made available in full for each such fiscal year, then such sums as are appropriated and made available for each such fiscal year shall be allocated so that

(A) any amounts appropriated not in excess of a sum which then added to carryover balances otherwise available for obligation under subsection (a) of section 211 equal $25,000,000 shall be used for grants or contracts under such subsection; and

(B) any amounts appropriated in excess of a sum which when added to carryover balances otherwise available for obligation under subsection (a) of section 211 equals $31,000,000 for the fiscal year ending June 30, 1974, and $33,000,000 each for the fiscal years ending June 30, 1975, and June 30, 1976, respectively, shall be used for grants or contracts for such fiscal years under such subsection.
