Members recommended that the Secretary of Agriculture announce a quota for Flue-cured tobacco that would make a significant contribution toward bringing supply and consumption into better balance. The committee felt that Congress should make some revisions in the tobacco program to "enable it to cope with today's problems in the tobacco industry.
