TAMPA, FL On April 3, 1985, Richard Norgrove, Alicia Norgrove, Donald Munafo, aka "The Don," and Karen Schuppert were indicted by a federal grand jury for their involvement in child pornography activities. The indictment charged the two Norgroves and Donald Munafo with conspiracy to make child pornography, reproduce it and distribute it through the mails as well as to mail obscene materials. The Norgroves, husband and wife, and Munafo are employed as teachers at the Sixteenth Street Middle School by the Pinellas County, FL School Board. The three teachers conspired to film "cat fights," custom make tapes for clients and take still photographs which depict females, including a minor female, in various kinds of sexually explicit and obscene conduct, and market the custom made materials through a company "Adventure Media, Inc.," which was controlled by the married couple. Karen Schuppert is charged with one count of producing child pornography for her involvement with the three school teachers.

LOUISVILLE, KY On August 6, 1985, Roy Jackson of Tompkinsville, KY, was indicted on three counts of violations of 18 USC 2252 by a federal grand jury at Louisville. A federal search warrant had been executed on Jackson's home by a task force of Postal Inspectors and Kentucky State Police Detectives on April 19, 1985 and the search disclosed a substantial quantity of child pornography photos and magazines of a homosexual nature. Jackson had been arrested in 1981 by Postal Inspectors and state police on similar charges in state court, and at that time, he pleaded guilty to misdemeanor charges. He allegedly resumed his mailing activities approximately two years later.

LOS ANGELES, CA Seven men have been indicted by federal grand juries as part of the efforts of a task force on child pornography. The task force, composed of representatives of the U.S. Attorney's office, the U.S. Customs Service, FBI, the Postal Inspection Service and the Los Angeles Police Department, has been concentrating on prosecuting those who traffick in photographs, videotapes and movies depicting children in sex acts. Among the seven was Raven Slaughter, a Van Nuys rock musician. A separate indictment charged Bert Maxwell Clayton with one count of receiving in the mail a magazine entitled, "Nymphe Lover." David Kenneth Myers was charged in another indictment with two counts of receiving child pornography from the Netherlands. Also indicted were Donald Stephenson, and Nanit Thamaree of Bangkok, Thailand, who were charged with conspiracy and receiving photographs of children engaged in sexual conduct; H. Keith Simpson, charged with transporting child-pornography slides in interstate commerce; and Timothy Dougherty who was charged with receiving child-pornography magazines from the Netherlands.

DALLAS, TX A federal grand jury returned a ten-count indictment on May 21, 1986, charging Montague County, TX Sheriff, Harry James Walker, on ten counts relating to child pornography. Walker, who has been held in the Dallas County Jail since his arrest by Postal Inspectors on May 1, 1986, was indicted on two counts of persuading and enticing minors to engage in sexually explicit conduct for the purpose of taking a photograph of such conduct, knowing that the photograph would be mailed. These violations allegedly occurred in December 1983 and August 1984. The other eight counts of the indictment charged him with mailing photographs of children engaged in sexually explicit conduct on three occasions. After Walker's arrest at Bowie, TX, on May 1, 1986, a federal search warrant was served at his residence, resulting in the seizure of numerous child pornography

magazines, photographs of minors engaged in sexually explicit conduct, and undercover correspondence. Walker has been Sheriff of Montague County since January 1985.

BRIDGEPORT, CT On May 30, 1985, a federal grand jury returned an indictment against Harvey A. Richard, aka H. Allen of Fairfield, CT, charging him with four counts of using the mails to transport sexually explicit material dealing with minors in violation of Title 18, U.S. Code, Section 2252. Richard, the vice president of finance for a data processing firm in Westport, CT, was accused of mailing photographs and VCR tapes depicting explicit sexual scenes of minor children with adults. This case was investigated by the Postal Inspection Service.

AKRON, OH On May 21, 1985, Kenneth K. Larson was sentenced in U.S. District Court to two concurrent three-year terms in federal prison. On March 4, 1985, Larson entered a plea of guilty to two counts of trafficking in child pornography through the mail. He had mailed 20 photocopies of children engaged in sexually explicit conduct. Larson, who has been described by the media as the "Vince Lombardi" of Akron, and whose middle name happens to be "Knute," was a highly acclaimed boys football coach and president of the Northeast Ohio Bantam Football Association at the time of his indictment. Larson's affiliation with the Football Association, an organization sponsoring activity for boys aged seven to fourteen years, was terminated by league officials following his guilty plea. Larson was the first person to be sentenced in the Northern District of Ohio following a conviction for violations of Title 18, Section 2252, U.S. Code, as amended on May 21, 1984.

CLEVELAND, OH On August 13, 1986, a federal grand jury at Cleveland returned indictments against 15 defendants, charging a total of 26 counts of trafficking in child pornographic materials through the mail in violation of Title 18, Section 2252 of the U.S. Code. The indictments followed a five month investigation, which culminated in controlled deliveries of child pornography and the execution of federal search warrants by Postal Inspectors.

Mr. STAGGERS. Mr. Chairman, I know we have a vote, but I think the purpose of the reports is to alert Congress to possible problems.

I think that is what is missing in this one-page, two-paragraph report that I have in front of me. I think that is the key concern that the chairman and I share. It is not really alerting us to any possible problems.

I think the gentleman would share my opinion on that.

Mr. HUGHES. Unless the gentleman has more questions, I don't have more questions. Any other question we have we will submit to you.

It is going to be one of those days we are going to be voting every 20 minutes. If you provide that information that would be helpful to us. We hope to try to do something in early September on the subject when we come back.
