program under the Manpower Development and Training Act between 15 and 20 percent of the people that are now going into the on-the-job training programs are in preapprenticeship programs. They end up moving into apprenticeship. That contrasts to 4 years ago when only 2 percent of the on-the-job trainees were in preapprenticeship programs, so we are moving more and more in this direction.

Senator JAVITS. Well, now, what do you say about the question of the needed statutory authority in respect to avoiding discrimination in these programs, Mr. Secretary?

Secretary WIRTZ. There was testimony recently in connection with S. 1308, the Civil Rights Act amendment, and I testified in support of the position on which I feel quite strongly, that the Equal Employment Opportunity Commission should be given the additional enforcement powers which have been recommended by the administration and are subject to consideration by the Congress. I think that with that change there will be a sufficient-and with other changes which are provided in that bill-there will be all the improvement which is

necessary.

Senator JAVITS. And such a bill is now pending before it, is it not? Secretary WIRTZ. Yes, sir.

Senator JAVITS. May I ask, Mr. Chairman, unanimous consent that the data to be submitted be made a part of the record?

Senator RIBICOFF. Without objection, it is so ordered.

Secretary WIRTZ. That would be a list bearing on this matter of preapprenticeship training of one kind or another and an inclusion of those programs which have in mind particularly the minority group participation in the program.

MDTA-OJT PREAPPRENTICESHIP PROGRAMS 1962 TO APRIL 30, 1967

The Department of Labor approved more than 1,100 on-the-job training contracts under the Manpower Development and Training Act for the training of 30,400 persons in preapprenticeship (apprentice-entry) projects since the inception of the program in 1962.

Almost $48 million has been earmarked for these programs, at an average cost per trainee of about $1,578.

The trainees in this type of program represented almost 11 percent of the 280,000 authorized to date for on-the-job training.

The expenditure per trainee was more than double the average for all OJT programs because of the supplementary instruction and trainee allowances to support the average trainee while he is in the classroom.

Preapprenticeship or apprentice-entry projects usually include anywhere from 4 to 12 weeks of classroom instruction followed by 26 to 40 weeks of on-the-job training. The trainee, while in a bona fide apprenticeship setting, is not usually indentured as an apprentice until he completes his Federally financed training at the job site. The number of weeks he served under the job-site phase of his training is then credited to the number of years he is required to complete his formal apprenticeship.

Nearly 22,000 of the trainees were in projects arranged directly with individual employers or employer-labor committees. The balance of nearly 9,000 were authorized under national OJT contracts with associations or international labor organizations.

Minority Representation in Pre-Apprenticeship OJT-MDTA Programs

Over-all statistics for minority participation in MDTA-OJT projects indicate that approximately 18 percent of the trainees currently enrolled are from minority groups. This percentage is a projection of available trainee characteristic reports (MT 101).

There are too few MT 101's available for the preapprenticeship projects to aid in the arrival of a percentage for this group alone.

Therefore, examples of preapprenticeship projects with minority participation are included in this report to give some indication of scope and extent.

In the Chrysler Corporation contract for 1,000 automotive technicians and body repairmen, nearly 19 percent (190 out of 1,034) of the trainees hired by 551 dealerships were from minority groups.

In the National Tool, Die and Precision Machining Association's OJT contract in more than 50 cities, the over-all percentage is nearly 10. Some individual city chapters show better percentages, however. For instance:

Boston, Mass., 9 Negroes out of 20 (45%).

Dayton-Cincinnati-Columbus, O., 27 Negroes out of 204 (13%).
Hartford, Conn., 10 Negroes out of 20 (50%).
Houston, Tex., 14 Negroes out of 94 (13.5%).
Los Angeles, Cal., 9 Negroes out of 30 (30%).

New York Dental Laboratory Association, 90 dental technicians, including 16 Negroes and 12 Puerto Ricans (27%).

Greater New York Meat and Poultry Dealers Association, 175 meat cutters, 60 Negroes and 70 Puerto Ricans (74%).

Hammerman Brothers, N.Y., 8 diamond jewelers and cutters, 2 Negroes, 5 Puerto Ricans.

Associated Fur Manufacturers of N.Y. Furriers Joint Council Training Committee, 162 furriers, 18 Negroes, 55 Puerto Ricans (45%).
