14 (4) Section 503 (d) of such Act is amended by strik15 ing out all that follows the semicolon and inserting in lieu 16 thereof "any amounts authorized for one fiscal year but 17 not appropriated may be appropriated for the succeeding 18 fiscal year."

19 (e) Title V of such Act is amended by adding at the

20 end thereof the following new section:

"SEC. 504. Notwithstanding any other provision of this

24 Act, grants under sections 101 and 201 may be made to 25 an agency of State government in any case where units of

1 general local government within the State are prevented by

2 State law from receiving such grants or from expending such

grants in accordance with their intended purpose; and in any

4 such case the term 'local' when used in section 101 or 201

5 with respect to any program shall be deemed to read 'State"."

SEC. 1020. (a) Section 802 of the Housing and Urban 20 Development Act of 1964 is amended

(1) by adding after "STUDIES" in the heading the following: ", AND FOR SMALL COMMUNITY PLANNING AND DEVELOPMENT"; and

(2) by adding at the end thereof the following now subsection:

"(c) The Secretary is also authorized to provide fellow

2 ships for the graduate training of professional technicians 3 and specialists in the field of small community planning and 4 development, as herein provided. Persons shall be selected 5 for such fellowships solely on the basis of ability and, to the 6 extent feasible, upon the recommendations of agencies and 7 organizations having knowledge and experience in the 8 development and revitalization of small communities. Fellow9 ships shall be solely for the training in public and private non10 profit institutions or higher education having programs of 11 graduate study in the field of community planning and de12 velopment (including architecture, civil engineering, eco13 nomics, housing, municipal finance, public administration, 14 sociology, and urban renewal) which programs are oriented 15 to training for careers in the planning and development of 16 small communities."

17 (b) Section 801 (b) of such Act is amended by insert18 ing after "specialists," the following: "and for the training 19 of professional technicians and specialists in the field of small

20 community planning and development,”.

NATIONAL COMMUNITY AFFAIRS INSTITUTE

SEC. 1021. Title V of the Housing and Urban Develop

23 ment Act of 1970 is amended by adding at the end thereof

24 (after the new section added by section 1016 of this Act) 25 the following new section:

"NATIONAL COMMUNITY AFFAIRS INSTITUTE

2 "SEC. 507. (a) The Secretary shall take such actions

3

as may be necessary to provide for the establishment of a

4 National Community Affairs Institute (hereinafter in this 5 section referred to as the Institute'), which shall have as 6 its purpose the development and revitalization of small com7 munities in the United States.

8

"(b) The Institute shall be organized in such form and 9 administered in such manner, and receive administrative and 10 staff services from such offices and agencies of the Federal 11 Government, as the Secretary may prescribe consistently 12 with this section. It shall be headed by a board of directors, 13 which shall be established and organized as the Secretary 14 may direct except that the Librarian of Congress shall be 15 chairman of the board.

"(c) In carrying out its purpose the Institute shall con17 duct a continuing study of the problems of small communi

18 ties, including—

"(1) a detailed appraisal of current conditions and trends in small community life,

"(2) an evaluation of the means by which existing

programs, policies, and activities affecting or involving small communities may be coordinated or better directed

or redirected so as to produce solutions to their problems,

and

"(3) the development of recommendations for Fed

eral, State, local, and private actions to achieve such solutions.

"(d) The Secretary shall from time to time make grants

to the Institute in such amounts as may be necessary (in 6 addition to amounts received from other sources) to carry 7 out its activities and perform its functions. The Institute is 8 authorized to accept gifts, contributions, and grants of funds 9 in any form, from any public or private source, for use in car10 rying out such activities and performing such functions.

"(e) The Institute may request from any Federal de12 partment, agency, or instrumentality any information deemed necessary to enable it to carry out its activities and perform 14 its functions; and each such department, agency, and instru15 mentality is authorized, to the extent permitted by law 16 and within the limits of available funds, to furnish any infor17 mation so requested to the Institute.

"(f) The Institute shall annually submit to the Secre19 tary a full and complete report of its activities, and shall sub

20 mit such interim reports as it or the Secretary may deem
