3 SEC. 1012. (a) The last sentence of section 708 (a) 4 of the Housing and Urban Development Act of 1965 is 5 amended by inserting after "$50,000,000" the following:

24 SEC. 1015. (a) Section 106 (a) (2) of the Housing and 25 Urban Development Act of 1968 is amended by striking out 26 the second sentence and inserting in lieu thereof the follow

1 ing: "In addition, there is authorized to be appropriated not

to exceed $6,000,000 for the fiscal year ending June 30. 3 1973. Any amounts appropriated pursuant to this paragraph 4 shall remain available until expended, and any amounts 5 authorized for any fiscal year under this paragraph but not 6 appropriated may be appropriated for any succeeding fiscal 7 year."

(b) The first sentence of section 106 (b) (3) of such 9 Act is amended by striking out "and not to exceed $10,000,10 000 for the fiscal year ending June 30, 1970" and inserting 11 in lieu thereof "not to exceed $10,000,000 for the fiscal year 12 ending June 30, 1970, and not to exceed $6,000,000 for 13 the fiscal year ending June 30, 1973".

POSTCONSTRUCTION EVALUATION OF ASSISTED HOUSING

SEC. 1016. Title V of the Housing and Urban Develop16 ment Act of 1970 is amended by adding at the end thereof 17 the following new section:

18 "POSTCONSTRUCTION EVALUATION OF ASSISTED HOUSING 19 "SEC. 506. (a) The Secretary shall undertake and 20 conduct, directly or through contracts with public or private 21 organizations and entities, a program of research to evaluate 22 the effects of the construction and design of federally assisted 23 housing upon the lives of its residents.

"(b) The program under subsection (a), which shall

25 include or be accompanied by the development of research

1 capability and methodology, an analysis of the results of 2 the research carried out, and the development of construc3 tion and design standards reflecting the findings of such 4 research, shall be designed to

"(3) measure the effects of housing design on the personality development of children;

"(4) determine the particular housing needs of different age groups including the elderly;

'(5) measure the effects which the size and arrangement of dwelling space may have on family life; "(6) measure the effects of various types of facilities (including parks, open spaces, and walks) on livability;

"(7) measure the effects of household noise, both from within and without, on the social and psychological development of family life;

"(9) determine the ways in which housing design can insure family security and minimize vandalism and

crimes against persons; and

design and health, both psychological and physical.

"(c) As used in this section, the terms 'federally 7 assisted housing' and 'housing' mean property with respect 8 to which assistance payments are made under section 235 or 9 236 of the National Housing Act, property with respect to 10 which rent supplement payments are made under section 11 101 of the Housing and Urban Development Act of 1965, 12 and low-rent public housing assisted under the United 13 States Housing Act of 1937.

14 "(d) Of the total contract authorization under sec15 tions 235 and 236 of the National Housing Act, section 16 101 (a) of the Housing and Urban Development Act of 17 1965, and section 10 (e) of the United States Housing Act 18 of 1937 (with respect to the fiscal year ending June 30, 19 1973), not to exceed $10,000,000 shall be available to the 20 Secretary for annual payments prior to July 1, 1975, for the 21 postconstruction evaluation program under this section. 22 "(e) The Secretary shall submit to the Congress an23 nually a report on the results of the postconstruction evalu24 ation program under this section, including any changes in

2 which have been made as a result thereof."

LEAD-BASED PAINT POISONING PREVENTION ACT

AMENDMENTS

5 SEC. 1017. (a) Section 101 of the Lead-Based Paint 6 Poisoning Prevention Act (Public Law 91-695) is amended 7 by adding at the end thereof the following new subsection: 8 "(e) The Secretary is also authorized to make grants 9 to State agencies for the purpose of establishing central10 ized laboratory facilities for analyzing biological and envi11 ronmental lead specimens obtained from local lead-based 12 paint poisoning detection programs. The amount of any 13 such grant shall not exceed 75 per centum of the cost 14 of establishing the facility for which the grant is made." 15 (b) Section 501 (2) of such Act is amended by redesig16 nating clauses (C) and (D) as clauses (D) and (E), 17 respectively, and by inserting immediately after clause (B) 18 the following new clause: "(C) any comprehensive health 19 services program (within the meaning of section 222 (a) (4) 20 of the Economic Opportunity Act of 1964),”.

21 (c) Section 501 (3) of such Act is amended by striking 22 out "1 per centum lead by weight" and inserting in lieu

23 thereof "0.06 per centum lead by weight".
