201 ing transportation services meeting the special needs of 2 elderly and handicapped persons for whom mass trans 3 4 5 6 7 8 9 10 portation services planned, designed, and carried out under paragraph (1) are unavailable, insufficient, or inappropriate, with such grants and loans being subject to such terms, conditions, requirements, and provisions (similar insofar as may be appropriate to those applicable to grants and loans under paragraph (1)) as the Secretary may determine to be necessary or appropriate for purposes of this paragraph. 11 Of the total amount of the obligations which the Secretary is 12 authorized to incur on behalf of the United States under the 13 first sentence of section 4 (c), 2 per centum may be set aside 14 and used exclusively to finance the programs and activities 15 authorized by this subsection (including administrative 16 costs)." 17 PROHIBITION AGAINST ASSISTANCE TO PUBLIC TRANSIT 18 19 AUTHORITIES ENGAGING IN CERTAIN SCHOOL BUS OPERATIONS 20. SEC. 707. (a) Section 3 (e) of the Urban Mass Trans 21 portation Act of 1964 is amended 22 23 24 (1) by inserting "(1)" after "(e)"; (2) by redesignating clauses (1) through (4) as clauses (A) through (D), respectively; and 1 2 202 (3) by adding at the end thereof the following new paragraph: 3 "(2) No financial assistance shall be provided under 4 this Act to any State or local public body or agency thereof 5 which, subsequent to the date of the enactment of this para6 graph, engages directly or indirectly in the transporting of 7 school children and school personnel to and from school 8 and school-authorized functions (other than the transport9 ing of such children and personnel, along with other passen10 gers, as part of the regular operations of a public transit au11 thority in the urban area within which it provides mass 12 transportation service) in competition with or supplementary 13 to the service provided by a private transportation company, 14 or other person, engaged in so transporting such children 15 and personnel; except that this paragraph shall not apply 16 with respect to any State or local public body or agency 17 thereof if it (or a direct predecessor in interest from which 18 it acquired the function of so transporting such children and 19 personnel along with facilities to be used therefor) was so 20 engaged at any time during the twelve-month period im21 mediately prior to the date of the enactment of this para 22 graph." (b) Section 12 (e) of such Act is amended by inserting 24 before the period at the end thereof the following: ", or 25 from enforcing the limitation described in section 3 (g)”. 4 SEC. 801. Section 713 (e) of the Housing and Urban 5 Developinent Act of 1970 is amended by striking out 6 "$500,000,000" and inserting in lieu thereof "the sum of 7 $500,000,000 prior to July 1, 1972, which sum shall be 8 increased to $1,000,000,000 on July 1, 1972". 9 CHANGE IN NAME OF COMMUNITY DEVELOPMENT 10 11 CORPORATION SEC. 802. (a) Part B of title VII of the Housing and 12 Urban Development Act of 1970 is amended by striking out 13 "Community Development Corporation" wherever it ap14 pears and inserting in lieu thereof "New Community Development Corporation". 15 16 (b) The heading of section 729 of such Act is amended 17 by inserting "NEW" before "COMMUNITY”. 18 19 20 222 MEMBERSHIP OF BOARD OF DIRECTORS OF NEW COMMUNITY DEVELOPMENT CORPORATION SEC. 803. Section 729 (b) of the Housing and Urban 21 Development Act of 1970 is amended 23 24 (1) by striking out "five members" in the matter preceding paragraph (1) and inserting in lieu thereof "seven members"; and 1 2 3 4 5 204 (2) by striking out "three persons" in paragraph (3) and inserting in lieu thereof "five persons". INCREASE IN INTEREST DIFFERENTIAL GRANTS TO STATE LAND DEVELOPMENT AGENCIES SEC. 804. The last sentence of section 713 (a) of the 6 Housing and Urban Development Act of 1970 is amended 7 by striking out "on similar obligations the income from which 8 is exempt from Federal taxation" and inserting in lieu there9 of the following: "which would be paid under the interest 10 rate (decreased by one-half of 1 per centum) on similar 11 obligations the income from which is exempt from Federal 12 taxation". 13 INTEREST DIFFERENTIAL GRANTS FOR STATE DEVELOPMENT 14 AGENCIES WITH UNGUARANTEED OBLIGATIONS 15 SEC. 805. Section 713 (a) of the Housing and Urban 16 Development Act of 1970 is amended by adding at the end 17 thereof the following new sentence: "The Secretary is also 18 authorized to make grants to any State land development 19 agency the obligations of which are eligible for guarantee, 20 but are not guaranteed or to be guaranteed, under this sec21 tion, in amounts estimated by him not to exceed the amount 22 for which such State land development agency would have 23 been eligible pursuant to the preceding sentence had its obli24 gations been guaranteed under this section." 205 1 SUPPLEMENTARY GRANTS FOR PROJECTS ASSISTED BY 2 3 NATIONAL FOUNDATION ON ARTS AND HUMANITIES SEC. 806. Section 718 (c) of the Housing and Urban 4 Development Act of 1970 is amended by inserting before the 5 period at the end thereof the following: ", or a project or 6 portion of a project consisting of the purchase, renovation, 7 or construction of facilities, the purchase of land, or the ac8 quisition of equipment or works of art assisted by contracts or grants under section 5 of the National Foundation on 10 the Arts and the Humanities Act of 1965". 9 11 INCLUSION OF WASTE DISPOSAL FACILITIES AND COMMU 12 NITY OR NEIGHBORHOOD HEATING OR AIR-CONDITION 13 ING SYSTEMS AMONG ELIGIBLE LAND IMPROVEMENTS 14 SEC. 807. Section 711 (f) of the Housing and Urban 15 Development Act of 1970 is amended (1) by striking out "sewage disposal" in the first and second sentences and inserting in lieu thereof "sewage or waste disposal"; (2) by inserting "community or neighborhood central heating or air-conditioning systems," after "storm drainage facilities," in the first sentence; and (3) by inserting ", a community or neighborhood central heating or air-conditioning system," after "dis posal installation" in the second sentence. |
