MISCELLANEOUS SERVICES OFFICE

GENERAL

1. The Miscellaneous Services Office is a grouping of dissimilar service elements which perform centralized housekeeping, maintenance, or other functions as a common service. The functions contribute only indirectly to the accomplishment of the mission of the depot, but are important to its operation.

2. The Miscellaneous Services Office is a depot headquarters service element and a responsibility of the depot commander.

SALVAGE Branch*

GENERAL

1. The Salvage Branch is a headquarters service element and a responsibility of the depot commander.

2. The Chief, Salvage Branch, is directly responsible to the Chief, Miscellaneous Services Office.

ORGANIZATIONal Statement-Salvage BRANCH

This agency is a duly constituted element of the Miscellaneous Services Office (see par. 58b, SR 780-5-1). Its manpower, funding, and technical supervision are provided by the Commanding General, Sixth Army, in consonance with the definition of responsibility set forth in paragraph 7m, SR 10-500-1, as amended. Organizationally the Branch is comprised of two components, namely, an Office of the Chief, and an Operations Section. Within the former there is an administrative function and a contracting function both of which operate under the immediate supervision of the Chief of Branch and his principal civilian assistant. The detail and breakdown of such activity will be found in the functional statement (see TAB E).

MSO SALVAGE BRANCH

PRINCIPAL FUNCTIONS

Receipt and disposal of property turned in for salvage.

9a. Office of the Chief. (1) The Chief.

DELINEATION OF FUNCTIONS

(a) Responsible for the performance of the functions assigned the Salvage Branch.

(b) Advises depot commander regarding utilization of salvage items, (c) Performs such other functions as are delineated in paragraph 1, section XIII.

(2) Maintains liaison with depot agencies regarding the further utilization of salvage before final disposal and on proper turn-in procedures.

(3) Collaborates with depot property branch in the reclamation of salvage lumber within the depot.

(4) Awards contracts of sale for scrap, salvage, and surplus property. (5) Responsible for the handling of all moneys received from sales of salvage, until receipted for by the depot finance officer.

(6) Interprets and activates new and/or revised salvage procedures received from higher authority.

(7) Checks all advance copies of receiving documents for completeness and adherence to regulatory procedures.

(8) Reviews and edits all incoming and outgoing documents, directives, and correspondence.

(9) Maintains liaison with other Government agencies on transfer of usable salvage or surplus material.

(10) Publicizes salvage sales through public-relations facilities when large amount of material is being offered for public sale.

(11) Responsible for the security of materials stored within the salvage yard.

(12) Maintains files and registers for all branch activities, including stock records, voucher jacket and correspondence files, property, contract, and invitation to bid registers.

(13) Prepares, assembles, and distributes sales contracts and follows through on subsequent necessary actions.

(14) Secures operating data and prepares one-time and recurring reports as required by Army directives.

(15) Furnishes adjutant's office, administrative branch, new and cancellation lists of names and addresses of prospective bidders for preparation of addressograph plates.

(16) Prepares all forms necessary for the proper handling of moneys received from cash and contract sales.

(17) Maintains bidders' list and mails invitations to bid.

(18) Maintains various operating records.

(19) Performs functions of an administrative office for the salvage branch. (See par. 2, sec. XIII.)

9b. Operations Section

(1) Receives, weighs, segregates, classifies, stores, and displays property for sale or donation.

(2) Arranges for shipment and loads material sold.

(3) Controls sale of scrap lumber and other activities incident to the operation of the salvage yard.

(4) Packs and bales salvage material as required, including operation of a paper-baling machine.

(5) Stockpiles and separates ferrous from nonferrous metals and light from heavy scrap iron.

(6) Estimates weight of scrap iron and nonferrous metals being offered for sale.

(7) Assembles and groups like items being offered for sales in a designated sale area.

(8) Furnishes commercial nomenclature of description of material being offered for sale while preparing draft of invitation to bid.

(9) Tags all material selected by USOE representatives for donation to schools and State institutions.

(10) Responsible for disposition of scrap lumber, other scrap, and salvageable property generated at the depot.

(11) Schedules delivery of salvageable property turn-ins with the owning agencies.

(12) Conducts prospective bidders on tours of inspection of material advertised for public sale.
