STATEMENT OF AWARD UNDER NAS JACKSONVILLE INVITATION B-35-54

(a) Bids were invited from 543 prospective bidders, and bids under the invitation were opened at 10 a. m., November 3, 1953.

(b) Nine bids were received, an abstract of which is attached as enclosure (1). The bid submitted by Cincinnati Electronics Co., Cincinnati, Ohio, was not accompanied by a deposit as required by the provisions of the invitation. A qualified bid was submitted by Aircraft Radio Marine Sales & Service, Miami Springs, Fla., offering to purchase item 2 of lot 1, 77 radio receivers, stock No. B270/265/R16-R-2166-45, at $6.35 each, and item 10 of lot 1, 3 antenna loading units, stock No. B270/D373–51, at $1 each.

(c) The Cincinnati Electronics Co. was notified by NAS Jacksonville Spdltr CP-113104 dated November 3, 1953, enclosure (2) hereto, that its bid was not accompanied by the required deposit and was requested to submit said deposit in the amount of $301.45 in time to be received by November 15. The deposit was not received, and, by NAS Jacksonville dispatch 162311Z of November 16, enclosure (3), the bidder was requested to advise whether he intended to submit a deposit to guarantee the bid. After a reasonable wait, without a reply, the bid was disregarded and award under lot 1 of the invitation was made on November 20. No reply to the above communications was received subsequent to award.

(d) In addition to the bid of Cincinnati Electronics Co., the qualified bid of Aircraft Radio Marine Sales & Service was disregarded in making award under lot 1, as the bid offered to purchase only items 1 and 10, a total of only 80 units, instead of all the material under lot 1 as required by the invitation, a total of 361 units.

(e) Award of lot 1 was made to N. Silverstine Co., Detroit, Mich., for a price of $1.73914 each for the 361 units, the highest acceptable bid received. (f) All bids for lots 2, 3, and 4 of the invitation were rejected as the prices bid were not considered to be representative of the market value of the material offered.

If you fail to comply with this request, your bid will be disregarded as a defective bid.

Mr. COLVIN. It was first declared to the Bureau of Ships on our declaration NA-29-5565 on March 21, 1951.

Mr. BALWAN. Will you explain what this means?

Mr. COLVIN. This was the form 120, the declaration of excess per

sonal property.

Mr. BALWAN. This was generated by whom?

Mr. COLVIN. By this station on March 21, 1951.

Mr. BALWAN. How did you know that it was excess?

Mr. COLVIN. This particular item was a nonstandard item.

Mr. BALWAN. Who decided that?

Mr. COLVIN. The technical people screening board.

Mr. BALWAN. This was not a part of a drop list, was it?
Mr. COLVIN. No. It was no longer a standard item.

Mr. BALWAN. Did somebody on the base go to the shop and see these items and say that they are nonstandard?

Mr. COLVIN. No. It was turned in to the supply officer by a using activity and never used.

Commander BRYANT. It is probably an item superseded by a later design.

Mr. COLVIN. It was excess to the needs of this station.

Mr. RIEHLMAN. It was picked up and actually put on the record for excess in March of 1951

Mr. COLVIN. Yes. Then it went to the Bureau of Ships and then to the Federal Supply system and was cleared by them on the 19th of December 1952.

Mr. BALWAN. What is the Federal Supply Service?

Mr. COLVIN. General Services Administration.

Mr. BALWAN. It took 2 years!

Mr. COLVIN. March 1951 to December 1952; that was 18 months. It was right in the middle of the Korean war. These items were advertised for sale in catalog B3553. This was in January 1953.

We were directed by the Bureau of Supplies and Accounts by the letter on the 12th of February to cancel the sale because they now had discovered requirements for these items.

It was then rescreened again and a number of units were shipped out to the Air Force to Navy warehouses for special projects, and on the report you can see the items that were cleared again for sale.

There were three items on the report.

Mr. BALWAN. How many did you have originally as excess at the base in March of 1951?

Mr. COLVIN. Thirty items valued at $47,000.

Mr. BALWAN. Total value!

Mr. COLVIN. Yes.

Mr. RIEHLMAN. After they were rescreened and it was found that there was a use for them, you got rid of about 90 percent of them?

Mr. COLVIN. Yes, sir; 90 percent were transferred to the Navy or Air Force and used. Three of the items were finally cleared for sale.
