Mr. HAINES. That has some effect on the return on our sale. They do take a lot of property that would have sales value.

Mr. BALWAN. If there is a Government organization which will use tax money to go out and buy that, it will just be going out of tax

money anyway.

MAJ. JACK B. WORKMAN, CHIEF, DISPOSAL DIVISION, DIRECTORATE, SUPPLY AND

SERVICES, WRAMA

JANUARY 12, 1954.

1. For specific reference as to job assignments of Maj. Jack B. Workman see attached WDAGO form 66. Major Workman has had extensive experience in the field of Air Force supply in many of its phases. From August 24, 1947, to July 19, 1948, Major Workman was assigned as the area salvage officer, Supply Division, WRAMA. During this period of time Major Workman was the accountable officer for the 1039th Surplus Property Account at Robins Air Force Base which was the organization established for the purpose of receiving items of property surplus to the needs of the Air Force and also the activity which dealt with the War Assets Administration on the sale and disposal of this surplus property. From July 20, 1948, to January 7, 1949, Major Workman was the Assistant to the Director of Supply, WRAM for Stock Control in which position he gained considerable working knowledge of Air Force requirements, the need for clearing depot stocks of items which had been determined to be excess and authorized for disposal. From October 13, 1949, to January 31, 1952, Major

Workman was assigned as the Assistant to the Chief, Stock Control, Philadelphia Quartermaster Depot, Philadelphia, Pa., as an exchange officer of the Air Force with the Department of the Army. During this tour of duty he was the accountable officer for the depot factory which included the manufacturing of various items of personal equipment used by the military forces, e. g., clothing, dufflebags, and so forth.

2. In addition to the above experience, Major Workman has been a technical supply officer, is a graduate of the military management instructors course conducted by the Air University of the United States Air Force, has 2 years of college training at the Citadel, Charleston, S. C., and is an officer possessed with a sound knowledge of the scope and objectives of the Air Force disposal operation. K. E. TIBBETTS,
