(e) Mercury bichloride must be packed as follows:

81.93 General packing requirements for poisonous solids, class B-(a) Inside containers. Inside containers must be as follows:

(1) Metal cans of not to exceed 25 pounds capacity, except for carbolic acid, solid, and cyanides in bulk in metal-lined cases, hermetically sealed, not to exceed 250 pounds.

(2) Glass bottles.

(3) Fiber cans or boxes with metal tops and bottoms, which are an integral part of the container, specification 2G.

(4) Fiber cans or boxes with fiber tops and bottoms thoroughly glued, specification 2G.

(5) Paper bags, specification 2K, 2J, or 2D.

(6) All inside containers must be securely and tightly closed to prevent sifting and, except those made of glass, must be able to pass a test by dropping after filling from a height of 4 feet to solid concrete, without rupture or sifting of contents, except that for bags with contents weighing 25 pounds, a drop test of 2 feet is required.

(7) All glass containers must be securely cushioned to prevent breakage, and all other inside containers must be so packed or cushioned as to prevent movement and breakage in the outside package. (b) Outside containers. Outside containers must comply with specifications, as follows:

No. 5, 5A, or 5B: Metal barrels or drums.

No. 5E or 6D: Metal drums, kits, and pails (single-trip containers). Gross weight not over 200 pounds. [As amended Apr. 18, 1932] No. 6H: Metal barrels or drums (single trip). Net weight not over 200 pounds each.

No. 10A, 10B, or 10C: Wooden barrels or kegs lined with crepedpaper bags, specification 2J. Liner may be omitted if material is not pulverized or liable to sift.

No. 11A: Wooden barrels or kegs, tongued and grooved, net weight of contents not over 100 pounds each.

No. 15A: Wooden boxes, with inside containers which must be securely closed paper bags, placed within a waterproof duplex bag,

specification 2J. Net weight of material in one outside box, not over 100 pounds.

No. 15A, 15B, 15C, 16A, or 19A: Wooden boxes, with inside containers which must be metal cans not over 25-pound capacity each; glass bottles not over 1-gallon capacity each; fiber cans or boxes, specification 2G; or sliding-top wooden boxes, lined to prevent sifting, not over 25-pound capacity each. Net weight of material in outside container, not over 100 pounds each. [As amended June 27, 1931] No. 18B: Wooden kits lined as prescribed by specification 2K. Net weight not over 30 pounds each.

No. 21A: Fiber drums. Net weight not over 100 pounds each.

No. 22A: Plywood drums. Net weight not over 100 pounds each. No. 23C or 24C: Fiber boxes, with inside containers which must be metal cans not over 25-pound capacity each; glass bottles not over 1-gallon capacity each; fiber cans or boxes, specification 2G; slidingtop wooden boxes, lined to prevent sifting, not over 25-pound capacity each; or paper bags, specification 2D. Outside containers must be not over 5,000-cubic-inch capacity nor contain over 50 pounds net weight each. (See note and test.) [As amended June 27, 1931] ** [Pars. 248, 249]

NOTE: All butt seams of all boxes must be covered with kraft tape not less than 3 inches in width and having strength, Mullen or Cady test, of not less than 60 pounds before gumming, extending over the edges and at least 2 inches down the sides of the box. All open edges and the 8 corners of fiberboard and corrugated strawboard boxes must be sealed with No. 1 kraft tape not less than 3 inches wide and having a strength, Mullen or Cady test, of not less than 60 pounds before gumming. The use of cloth tape of equal strength is optional. EXCEPTION: Tape not required on manufacturer's joint that is both glued and stitched. [As added Jan. 7, 1938, 3 F.R. 132]

TEST: The completed package prepared as for shipping must be capable of standing a drop of 4 feet to solid concrete without breakage of the container or any sifting of contents.

81.94 Poisonous articles; Tear gas label-(a) Poisonous liquids and solids, class C, packing. Liquid or solid substances, such as brombenzylcyanide, chloracetophenone, diphenylaminechlorarsine, and diphenylchlorarsine, which upon contact with fire give off dangerous or intensely irritating fumes, must be packed in interior metal containers, specification 2B, of capacity not exceeding 1 liquid quart (212 pounds), each inclosed in a wooden box, specification 15A or 15B. The interior metal cans must be tightly and securely closed, and not more than 8 liquid quarts (20 pounds) of material may be packed in any outside wooden box.

Cylinders as prescribed for any compressed gas, except acetylene, are also authorized for use. These cylinders must be qualified, maintained, and filled in accordance with §§ 81.83, 81.84 (d) and 80.174 (a)–(i); if used for material with pressure exceeding 25 pounds per square inch at 70° F., they must also be retested as required by § 80.174 (j), (k). (b) Police grenades, class C, packing. Police grenades, tear gas grenades, tear gas candles, or similar devices, containing lachrymatory (tear producing) substances, but no poisonous gases or liquids

described in § 81.88, class A, may be shipped only when the grenades or other devices are not assembled with firing, igniting, bursting, or other functioning elements.

These grenades must be securely cushioned in metal-strapped wooden boxes, specification 15A, 15B, or 15C. The functioning elements must be in a separate compartment of these boxes, or in inside or separate outside boxes, specification 15A, 15B, or 15C, and must be so packed and cushioned that they may not come in contact with each other or with the walls of boxes during transportation. Not more than 24 grenades and 24 functioning devices shall be packed in one outside container, and the gross weight of the package must not exceed 75 pounds.

NOTE: Grenades or other similar devices may be shipped completely assembled when shipments are made by, for, or to the War or Navy Department of the United States Government, provided the functioning element is so packed that it cannot accidentally function. The outside containers must be metalstrapped wooden boxes, specification 15A, 15B, or 15C. [As amended July 23, 1935]

(c) Poisons, class C, devices approved for use of material. Pending approval by the Commission of regulations classifying the numerous devices within the general descriptions of this section, and providing appropriate restrictions to be observed, in the transportation thereof, no shipment of packages containing articles under this paragraph shall be made until samples thereof have been examined by the Bureau of Explosives or by other competent testing laboratory in the presence of representative of the Bureau of Explosives, and the shipment is shown to possess such resistance to shocks of transportation and protection against leakage of contents as are afforded by standard types of packages described in regulations published herein, and the packages are labeled or marked to show compliance with this section.* [Pars. 250, 253, 254]

81.95 Labels. (a) All packages containing poison gases, poisons, or tear gas producing substances, for which labels are prescribed herein, must be conspicuously labeled by the shipper. Labels should be applied when practicable to that part of the package bearing the consignee's name and address. Shippers must furnish and attach the labels prescribed for their shipments.

(b) Labels for poisonous articles must be of diamond shape, white in color, and with each side 4 inches long. Printing must be in red letters inside of red-line borders measuring 32 inches on each side and as shown below. Labels must conform to standards as to size, printing, and color, and samples will be furnished, on request, by the Bureau of Explosives.

NOTE: The carrier's name and stationery form number, or the shipper's name and address, may be printed on the labels, in type not larger than 10 point, if placed within the red-line border and in the upper or lower corner of the diamond. A combination diamond-shaped label-tag of proper size and color, bearing on one side the shipping information and on the reverse side the wording prescribed herein, will be permitted.

(c) The labels prescribed herein are identical in color, size, and form, and in the instructions printed thereon, with the labels prescribed for dangerous articles other than explosives when transported by freight, but for shipments offered for express transportation the shipper must certify to compliance with the regulations in Parts 72, 74, 80, and this part by writing, stamping, or printing his name underneath the certificate printed thereon.*+ [Pars. 256-258]
