The subcommittee met at 10:05 a.m., in room 5302, New Senate Office Building, Senator Thomas J. McIntyre (chairman of the subcommittee), presiding. Senator MCINTYRE. The committee will come to order. Today we begin the second phase of hearings by the Subcommittee on Small Business on conditions in the heating oil market in the Northeastern United States. The first phase was devoted to a proposal to provide additional supplies of lower-cost home heating oil and added competition in New England through construction of a refinery in a foreign trade zone at Machiasport, Maine. In hearings held on December 19 and 30, 1968; January 13 and March 14, 1969, the subcommittee compiled evidence on the severity of the New England fuel oil situation and received testimony on the delay in the processing of the application of the State of Maine before the Foreign Trade Zones Board. In March 1969, President Nixon appointed the Cabinet Task Force on Oil Import Control to examine the issues raised in our hearings and to review U.S. oil import policy. As chairman of the subcommittee, I decided to suspend hearings until completion of the work of the Cabinet task force, promised for the fall of 1969, and until action was taken on its recommendations. A further reason for suspension of the hearings was the assurance given New England Senators in March 1969, that a decision would be made looking to our fuel oil situation before the onset of the winter of 1969-70 or before the snow fell. The winter came, the task force report was delayed, and no relief was granted. Unfortunately, the bureaucrats were unable to delay the impact of cold weather, and the conditions we had highlighted in the first phase of our hearings have become even more severe. The task force report has been filed and was made public by the President on February 20. At that time he appointed an Oil Policy Committee, chaired by the Director of the Office of Emergency Preparedness, which is to recommend and implement changes in the import program. The President has announced that the committee would consider "interim adjustments that will enhance the equity of the oil import program." (1) |
