help, and education. (In December 1976, we pledged $0.5 million from PD 76-3 for that purpose, so the total provided for care and maintenance in Thailand thus far in 1977 is $1.6 million.) Another $0.4 million is being provided to the UNHCR for care and maintenance of boat case refugees around Southeast Asia. That amount seems disproportionately large; but the UNHCR was just getting set up many countries to handle this growing problem at the end of last year, and of course it is more expensive to operate in many places for a few refugees than in a few places for many. The remaining $0.6 million has been programmed for the UNHCR for international resettlement travel and related costs. The UNHCR will continue to employ ICEM for this purpose, using the money for a loan fund.
