Mr. Chairman, I am pleased to introduce my colleagues, Jane A. Kenny, Acting Associate Director of Domestic Operations and Director of VISTA; Roland Goodman, Associate Director for Management and Budget; and Lowell Genebach, Director of the Planning, Budget and Grants Division. I am pleased to present to you the President's fiscal year 1989 appropriations request for ACTION, the Federal Domestic Volunteer Agency. In so doing, we reaffirm our commitment to promoting and strengthening an effective volunteer force across America, with particular emphasis on the needs of the poor and the elderly, and community-based drug abuse prevention. The Administration's request for fiscal year 1989 is $165,991,000, a net increase of $3,088,000 over the $162,903,000 available for obligation in 1988. The President's fiscal year 1989 request reflects increases in funding for VISTA, the Student Community Service Program, the Citizen Participation and Volunteer Demonstration Programs, the |
