Mr. JAVITS introduced the following bill; which was read twice and referred to the Committee on Banking and Currency

A BILL

To amend the Housing and Urban Development Act of 1965

to include in the rent supplement program housing financed under certain State or local programs.

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That section 101 (b) of the Housing and Urban Develop

ment Act of 1965 is amended by inserting after the first 5 sentence the following: "Such term also includes a private 6 nonprofit corporation or other private nonprofit legal entity, 7 a limited dividend corporation or other limited dividend legal 8 entity, or a cooperative housing corporation, which con9 structs, owns, and operates rental or cooperative housing 10 financed under a State or local program providing assistance 11 through loans, loan insurance, or tax abatements, and which 12 is approved for receiving the benefits of this section."

To make certain expenditures of the city of Cincinnati, Ohio, eligible as a local grant-in-aid for the purposes of title I of the Housing Act of 1949.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, notwithstanding the extent to which the convention 4 center being built in the Queensgate III urban renewal 5 project (R-82) in Cincinnati, Ohio, may benefit areas other 6 than the urban renewal area, expenses incurred by the city 7 of Cincinnati in constructing such center shall, to the extent 8 otherwise eligible, be counted as a local grant-in-aid toward 9 such project.

A BILL

To make certain expenditures by the city of Richmond, Virginia, in connection with the proposed coliseum in downtown Richmond, eligible as local grants-in-aid for purposes of title I of the Housing Act of 1949.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That expenditures incurred by the city of Richmond, Vir4 ginia, in connection with the proposed coliseum project in 5 downtown Richmond, to the extent such expenditures would 6 be eligible under the provisions of section 110 (d) of the 7 Housing Act of 1949 to be counted as non-cash grants-in-aid 8 toward such project if it received Federal assistance as an 9 urban renewal project pursuant to the provisions of title I

1 of such Act, shall be eligible to be counted as local grants-in2 aid toward urban renewal project (Virginia R-15) in Rich3 mond or any other federally assisted urban renewal project 4 hereafter undertaken in downtown Richmond, notwithstand5 ing the extent to which such coliseum may benefit areas 6 other than the area included in any such project.

A BILL

To permit the city of Olathe, Kansas, to count expenditures made for its current waterworks improvement project as local noncash grants-in-aid toward the Olathe urban renewal project.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, notwithstanding the extent to which the waterworks 4 improvement and extension project of the city of Olathe, 5 Kansas, may benefit areas other than the urban renewal 6 area, expenses incurred by the city of Olathe in constructing 7 such project shall, to the extent otherwise eligible, be counted 8 as local grants-in-aid toward the Olathe urban renewal 9 project (Kansas R-31), in accordance with the provisions 10 of title I of the Housing Act of 1949.
