Mr. SPARKMAN introduced the following bill; which was read twice and referred to the Committee on Banking and Currency

A BILL

To make certain expenditures made by the city of Mobile, Alabama, eligible as local grants-in-aid for the purposes of title I of the Housing Act of 1949.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, notwithstanding the extent to which the cultural and 4 convention center, recently completed within urban renewal 5 project Ala. R-33 in Mobile, Alabama, may benefit areas 6 other than the urban renewal area, and notwithstanding the 7 date of the commencement of construction of the addition 8 to the Albert F. Owens School and the start of construction 9 of new streets in the urban renewal projects Ala. R–33, R–34, 10 and R-38 in the city of Mobile, Alabama, local expenditures

1 made in connection with these capital improvements shall,

2

to the extent otherwise eligible, be counted as a local grant

3 in-aid toward such projects.

A BILL

To make certain expenditures by the University of Alabama eligible as local grants-in-aid for purposes of title I of the Housing Act of 1949.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That, (a) notwithstanding any other provision of law, moneys 4 heretofore expended by the University of Alabama, other 5 than grants by the United States, for the purchase of land 6 and buildings within the area of the outer boundary of the 7 proposed medical center expansion project (Ala. R-70), or 8 for the construction or rehabilitation of buildings or other 9 facilities within such area for the use of the University of

1 Alabama, or any school, hospital, health facility, or service 2 incidental to the operation within such area of such school, 3 hospital, or health facility, and moneys hereafter expended 4 by the University of Alabama, other than grants by the 5 United States, for any such purpose prior to the final Fed6 eral capital grant payment for the proposed medical center 7 expansion project (Ala. R-70), shall be counted as a local 8 noncash grant-in-aid to the proposed medical center expan9 sion project (Ala. R-70) in accordance with the provisions 10 of title I of the Housing Act of 1949.

(b) Notwithstanding any other provision of law, 12 moneys, other than grants by the United States, heretofore 13 expended by the University of Alabama, or by any institution 14 devoted to the treatment of physical or mental disabilities or 15 illness or to medical research, for the construction of any 16 building or other improvement used or useful in the opera17 tions of such institution within the area known as Alabama 18

urban renewal project (Ala. 2-1), or within one-half mile 19 thereof, shall be counted as a local noncash grant-in-aid to 20 the proposed medical center expansion project (Ala. R-70) 21 in accordance with the provisions of title I of the Housing 22 Act of 1949, and all such expenditures within the area of 23 Alabama urban renewal project (Ala. 2-1) made prior to the

1 final Federal capital grant payment for the proposed medical

2 center expansion project (Ala. R-70) shall be counted as a 3 local noncash grant-in-aid to the proposed medical center 4 expansion project (Ala. R-70).
