OF CAPITOL LIBRARY BUILDINGS & GROUNDS ARCHITECT OF THE CAPITOL Library Buildings and Grounds 1793 INTRODUCTION The Architect of the Capitol is responsible for the structural and mechanical care of the five Library of Congress (LOC) buildings: the Thomas Jefferson Building (TJB), John Adams Building (JAB), James Madison Memorial Building (JMMB), Book Storage Module 1, and the Special Facilities Center; and care of the grounds. Additionally, new storage facilities are under design and construction at Fort Meade, Maryland. A new Library facility will also be added in the future when the Culpeper, Virginia, audio visual facility is transferred from a private donor. AOC responsibilities include liaison with various offices of the LOC to coordinate required activities and programs and coordination of construction management activities that affect the operation of the Library buildings. FY 2005 LIBRARY BUILDINGS & GROUNDS BUDGET The FY 2005 LOC Budget consists of an annual budget and a multi-year budget which are summarized in the following table: Significant changes include the Copyright Deposit Facility ($59,200,000); Fort Meade Modules 3 & 4 ($39,500,000); Sprinkler and Smoke Detector Upgrades ($20,204,000); Study, Design, and Condition Assessments ($9,720,000); and ADA Bathroom Renovations, JAB ($3,700,000). FULL-TIME EQUIVALENT REQUIREMENTS The FY 2005 FTE requirement contained in the below table reflects an increase of four FTEs over the FY 2004 level of 153. The increase of four FTEs includes three FTEs being realigned from the General Administration appropriation that are currently supporting the Electronics Engineering Division, and one new FTE to support the AOC's safety program. ANNUAL BUDGET The FY 2005 LOC annual budget request is $22,579,000 which represents a 27.1% increase over the FY 2004 budget of $17,768,000. The annual budget consists of "Annual Recurring” and “Annual Nonrecurring" costs. Annual Recurring costs are broken down into Program Groups (as defined in the AOC General Statement) and Annual Nonrecurring costs are broken down into discrete activities. Justifications for the 27.1% increase in the LOC annual budget for FY 2005 are provided in the section titled, "Analysis of Change." MULTI-YEAR BUDGET The FY 2005 LOC multi-year budget request is $138,099,000, which represents an increase of $116,939,000 over the FY 2004 budget of $21,160,000. Where appropriate, 100% design documentation was received for projects prior to requesting construction funding. The Librarian of Congress was also included in the budget preparation process for the Library Buildings and Grounds.
