To amend the PHS Act to establish a program of National Research Service Awards to assure the continued excellence of biomedical and behavioral research and to provide for the protection of human subjects involved in biomedical and behavioral research.

To amend the Comprehensive Alcohol Abuse and Alcoholsim Prevention, Treatment, and Rehabilitation Act of 1976, and for other purposes.

To amend the PHS Act to authorize the establishment and implementation of an emergency national swine flu immunization program and to provide an exclusive remedy for personal injury or deLth arising out of the manufacture, distribution, or administration of the swine flu vaccine under such program.

Effectiveness of all Federal and other public and private activities in controlling communicable and other diseases and conditions, extent of the problems presented by such diseases, effectiveness of grant and contract activities in controlling such diseases, and a plan for the coming year for the control of such diseases.

Health matters covered by the Federal Coal Mine Health and Safety Act of 1969, including the progress toward the achievement of the health purposes of the Act, the needs and requirements in the field of coal mine health, a description and the anticipated cost of each project and program undertaken under secs. 301(b) and 501, and any other relevant information, including any recommendations deemed appropriate.

Progress toward achievement of the purpose of the Occupational Safety and Health Act of 1970, the needs and requirements in the field of occupational safety and health, and any other relevant information. The report shall include information regarding occupational safety and health standards, and criteria for such standards, developed during the preceding year; evaluation of standards and criteria previously developed under the Act, defining areas of emphasis for new criteria and standards; an evaluation of the degree of observance of applicable occupational safety and health standards, and a summary of inspection and enforcement activity undertaken; analysis and evaluation of research activities for which results have been obtained under governmental and nongovernmental sponsorship; an analysis of major occupational diseases; evaluation of available control and measurement technology for hazards for which standards or criteria have been developed during the preceding year; description of cooperative efforts undertaken between Government agencies and other interested parties in the implementation of the Act during the preceding year; a progress report on the development of an adequate supply of trained manpower in the field of occupational safety and health, including estimates of future needs and the efforts being made by Government and others to meet those needs; listing of all toxic substances in industrial usage for which labeling requirements, criteria, or standards have not yet been established; and such recommendations for additional legislation as are deemed necessary to protect the safety and health of the worker and improve the administration of the Act

Operations of NIOSH under the Occupational Safety and Health Act of 1970, including a detailed statement of all private and public funds received and expended by it, and such recommendations as its Director deems appropriate.

Report on (1) extent of the problems presented by lead-based paint, and (2) on the effectiveness of the programs assisted under grants under subsec. (a).

Complete report on the results of the influenza immunization activities in 1978 and 1979 under funds appropriated under Public Law 95-355, which report shall include information with respect to adverse effects associated with influenza immunization, any known liability arising out of such immunization, any report received by the Secretary on the safety and effectiveness of the vaccine used to provide such immunization, the number of persons immunized, and other experiences with such activities.

A report on the current status of the immunization program conducted under the amendment made to this Act by the national swine flu immunization program of 1976 (Public Law 94-380), including the status of any claims still pending under the program and the Secretaryis plans for dealing with such claims.
