This bill would authorize the highway department of Tennessee, its successors and assigns, to maintain and operate the bridge and approaches thereto already constructed by said highway department across the French Broad River on the Newport-Asheville Road near the town of Del Rio, Cocke County, Tenn., without prior approval of the plans and location by the Chief of Engineers and by the Secretary of War.

An act was passed and approved May 18, 1928 (Public, No. 427, 70th Cong.), authorizing the highway department of Tennessee to construct, maintain, and operate a free highway bridge and approaches thereto across the French Broad River at the point named in the pending bill. The bridge was constructed as a Federal-aid project (Tennessee Federal-aid project No. 23-B), construction work having proceeded in advance of approval by the Chief of Engineers and the Secretary of War of the plans and location. The object of the pending bill is to cure the failure of the highway department to obtain such approval from the War Department prior to construction. Favorable action on the bill is recommended.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 238) granting the consent of Congress to the State of North Dakota to construct, maintain, and operate a free highway bridge across the Missouri River at or near Fort Yates, N. Dak., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached and which are made a part of this report.

So far as the interests committed to this department are concerned, I know of no objection to the favorable consideration of the accompanying bill (H. R. 238, 71st Cong. 1st sess.) granting the consent of Congress to the State of North Dakota to construct a free highway bridge across the Missouri River at or near Fort Yates, N. Dak.

This bill would authorize the State of North Dakota to construct, maintain, and operate a free highway bridge and approaches thereto across the Missouri River, at or near Fort Yates, N. Dak. The location indicated for the proposed bridge is not on the system of Federal-aid highways approved for the State of North Dakota but is a lateral connection therewith. R. 1382) granting the consent of Congress to the Jerome Bridge Co., a corporation, to maintain a bridge already constructed across the Gasconade River near Jerome, Mo., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached and which are made a part of this report.

The location of the bridge in question is on the system of Federal aid highways approved for the State of Missouri. is already built and, therefore, is without objection so far as this department is The bill relates to a bridge which concerned.
