Tomorrow's Needs

The present condition of housing in Virginia will require a concentrated effort by state and local government and the private sector in rehabilitation and new construction. In addition to adequately housing our present population, provision must be made to house an ever increasing number of families.

In order to accomodate this increasing population a minimum of 250.000 additional new units must be constructed over the next ten years and it is estimated that

approximately 300,000 existing units must be replaced with new units or rehabilitated. To this goal must be added an unknown number of new housing units to replace those eliminated by public and private action, such as highways and dam construction. Also, units that are adequate today, in the normal course of events will become inadequate during the next decade.

Program planning must be developed on the state level to assure that adequate housing will be available in the coming years for all the citizens of the Commonwealth Special emphasis should be given in program planning to the concept of new towns, satellite cities, rapid transit. land use and development. and also the utilization of modular construction. The crisis of the urban communities must be alleviated by an orderly transition from

pockets of slums to renovated neighborhoods free from disease, pestilence and danger

Much more needs to be done, not only in the housing of low and moderate income families, but in the housing of all the people of the State. Innovative planning must take place that will combine housing with economic dispersement, adequate service facilities, and control of environmental conditions to ensure adequate. pleasant, healthy living conditions for the State s future citizens.
