SCHWEIKER, Pennsylva ALAN CRANSTON, Callfornia WADE CLARKE, Counsel (D) FOREWORD Two years ago the Committee on Labor and Public Welfare, recognizing that numerous addictive habits were causing widespread human and social blight, established the Subcommittee on Alcoholism and Narcotics to study these problems and to recommend legislative remedies for them. In an effort to make its examination of these problems complete, the Subcommittee under the Chairmanship of Senator Harold E. Hughes extended its study to include our Armed Forces. This was done by agreement with the leadership of the Committee on Armed Services. The problems that have been uncovered by the Subcommittee and the need that has been shown to exist for meaningful programs to treat and rehabilitate alcoholics in the military services are further documented in this report.
