Gentlemen, we have before us today an estimate for flood rehabilitation work in the areas affected by the recent floods in the Midwest. I would like to have the justifications appearing on pages 1 through 17 included in the record at this point. (The matter referred to is as follows:) [H. Doc. No. 469] PRODUCTION AND MARKETING ADMINISTRATION CONSERVATION AND USE OF AGRICULTURAL LAND RESOURCES For an additional amount, fiscal year 1952, for "Conservation and use of agricultural land resources", $14,500,000, to remain available until December 31, 1953, to enable the Secretary to carry out flood assistance and rehabilitation, including the furnishing of services, materials, and payments for conservation and land-restoration measures, [to enable the Secretary to carry out flood assistance and rehabilitation] in agricultural areas [,] damaged by excessive rains, runoff, and floodwaters, designated by the Secretary of Agriculture as disaster areas under Public Law 38, approved April 6, 1949: Provided, That this appropriation may be expended without regard to the adjustments required under section 8 (e) of the Soil Conservation and Domestic Allotment Act (16 U. S. C. 590h) and may be distributed among States and individual farmers without regard to other provisions |
