In giving consideration to the matter of an increase both in the force and in the salaries of the Patent Office force, your committee had in mind the present condition of the Treasury and endeavored to meet this increased cost by adding to the revenue of the Patent Office so that the cost of the increased number of men and the increased compensation would be met by an increase in the revenue. We believe that in this bill, as can readily be seen by the figures which follow, by a rearrangement of the filing and final fees as well as an increased charge for copies of patents, the increases allowed are well taken care of through the revenue derived from the increased fees provided for. I include here a statement regarding the United States Patent Office.

In the foregoing will be noted comparative statement for the years 1918 and 1919, with the prospects for the year 1920; also the present force with the salaries paid with the proposed force and the increases provided for in this bill.

Your committee has also incorporated in H. R. 11984 some of the legislative provisions of H. R. 5011 and 5012. This bill, after careful consideration, has received the unanimous approval of the Patents Committee, with the recommendation that it be placed before the House for adoption at the earliest possible moment.
