Thus eight sections in all may be of especial interest to the patent specialist. Although in several other sections patent litigation is mentioned. No reference is made to suits under R. S. 4915 or 4918 and indeed the book is useful rather as an introduction for the general practitioner who has an occasional case in the Federal Courts.

Correction sheets are included for the text to incorporate the statutory changes as late as the Act of June 7, 1926 and the Judicial Code as amended by the last Congress is reprinted in the appendix. As in the former editions the portions of the Code relating to geographical limits of Districts and times and places of holding court have been omitted but all is set out that is necessary to show the jurisdiction and procedure of the Federal Courts.

It is interesting to note that the text of the book considers sixty three sections of the Judicial Code and only twenty six of the Equity Rules which may indicate that many of the Equity Rules as promulgated by the Supreme Court are of little consequence and might just as well be omitted as far as they control procedure in the Federal Courts.

This is the first book to appear setting out the changes in procedure wrought in appeals, certiorari and certificates of law questions by the Act of Feb. 13, 1925 and aș such it is of interest and use to all who have to do with the Courts of the United States.

WILLIAM A. COWLES.

On September 3rd there occurred the death of former primary examiner William A. Cowles who will be well

remembered by the majority of present examiners and many attorneys.

Mr. Cowles was retired December 22, 1922, and made his home with a sister in Washington, D. C., he never having married.

He entered the Examining Corps in 1877, was made primary examiner in 1905, and given charge of Div. 33, when that division was formed; he was continuously in that position until his retirement.

Mr. Cowles was buried in Meriden, Connecticut.

OF GENERAL AND PERSONAL INTEREST.

Mr. Carl D. McManamy, a junior examiner in Div. 21, resigned Aug. 15, 1926. Mr. McManamy, who was appointed February 16, 1924, from Michigan, had been examining Class 242, Winding and Reeling. He has taken the degrees of B. S. in Mechanical Engineering and LL. B. at George Washington University. It is understood that he is going with Westinghouse Electric & Manufacturing Company, in Philadelphia.

Mr. Andrew T. Dupont, who was appointed Sept. 13, 1920, from Connecticut, resigned Aug. 31, 1926. Mr. Dupont was an assistant examiner in Div. 18 and has been examining Class 121, Rock Drills. He has taken the degree of M. E. at Stevens Institute of Technology, and the degree of LL. B. at Georgetown University. Mr. Dupont is going with Mr. Lee B. Kemon, of Washington, D. C.

Mr. Joseph C. Terry, an assistant examiner in Division 38, was appointed November 11, 1922 and resigned Aug. 30, 1926. He is a graduate of Cornell University with the degree of M. E.

Mr. W. A. Fraser, an assistant examiner in Div. 52, resigned Aug. 31, 1926. He was appointed October 2, 1922 from Virginia, and has been examining Class 285, Pipe Joints and Couplings. Mr. Fraser, who is going with Ely and Barrow, of Akron, Ohio, has taken the degree of LL.

B. from Washington College of Law and the degree of M. P. L. from the same college.

Mr. Abraham D. Cesar, who was appointed July 28, 1924, from Penna., resigned Sept. 6, 1926. Mr. Cæsar was a junior examiner in Div. 53 and has been examining Printed Matter and Book Making Machines in that division. He is opening offices in Philadelphia for the purpose of practicing patent and trade-mark, as well as general law. He is a member of the District Bar, and has taken the degrees of B. S. and LL. B.

Mr. Maurice Cohen, an assistant patent examiner in Division 30, resigned Sept. 15, 1926. Mr. Cohen was appointed August 3, 1921, from the District of Columbia, and had been examining parts of Classes 236, 240, 197, Automatic Temperature and Humidity Regulation, Illumination, Typewriters, respectively. He has taken the degree of B. E. from Johns Hopkins University, and the degree of LL. B. from Georgetown University. It is understood that he is opening offices in Chicago for the practice of patent and trade-mark law.
