(g) Sustaining members consisting of those organizations, firms, or individuals whose commercial or cultural intrests, in the judgment of the Executive Committee, will further contribute to the aims of The Pacific Community.

2. Associate, Allied, and Sustaining membership shall be by invitation of The Pacific Community or by application. Membership shall commence upon the receipt by the Secretariat of The Pacific Community of acceptance of the invitation or upon approval of the application by the Executive Committee of the Pacific Community, and payment to The Pacific Community of such contributions as shall be assessed for such members upon the fulfilment of any conditions that may be prescribed in the By-Laws.

3. Each Active Government and Active Business member shall have one vote at all meetings of The Pacific Community. Associate Government members shall have one vote each, so long as the total Associate Government membership does not exceed six members, in which case the Associate Government group shall nominate six members to exercise one vote each. For voting purposes, Associate and Sustaining members shall be classed as Associate members. All members may individually attend and participate at meetings, but the Allied membership shall be limited to five votes and the Associate membership to one vote at such meetings. The Allied/Associate meeting shall annually elect an Advisory Committee consisting of five Allied members and one Associate member, who shall be the Allied and Associate members entitled to the votes of their category. The five Allied and one Associate members so elected, shall serve on the Executive Committee of The Pacific Community.

4. Members of The Pacific Community of any classification may withdraw therefrom at any time by giving prior written notice to The Pacific Community on or before June 30 of the current year of membership. Membership shall likewise terminate upon failure to pay the annual contribution six months after the date when such contribution was due unless extended by vote of the Executive Committee provided written notice of payment having fallen due was given. The termination of membership from any cause whatsoever shall operate as a release and termination of all right, title and interest in the property and assets of The Pacific Community, but members shall continue to be liable to The Pacific Community for any indebtedness due up to the termination of membership.

5. For the purpose of establishing a fund for the operation of The Pacific Community the Active members shall contribute such sums as may be determined at each Annual Meeting for the following year. The fiscal currency of The Pacific Community shall be the U.S. dollar. It shall be competent for The Pacific Community to accept contributions in currency other than the U.S. dollar as circumstances may warrant.

6. The Pacific Community may establish and put into effect such further rules, regulations and order governing admission to membership, terminations of membership and duties and obligations of members as the By-Laws shall from time to time provide, and as shall not be inconsistent with Sections 1 through 4 of this Article.

SEVENTH ARTICLE:

1. The management of the business, property and affairs of The Pacific Community shall be vested in the active members. Each active member shall have one vote. An Active member may be represented by a duly authorized person at any meeting. There shall be no vote by proxy.

2. There shall be an Executive Committee of twenty-two members, sixteen of whom shall be Active members, five shall be Allied members, and one an Associate member. Of the Allied members, two shall be the Chairman and Vice Chairman of the Advisory Council. The Allied and Associate members shall have the right to vote on the Executive Committee, but may not hold office. The Executive Committee shall be at all times responsible to The Pacific Community for their actions and decisions. The Executive Committee shall carry on the activities of The Pacific Community during the period between annual meetings and offer counsel and advice, particularly on matters of policy, to the Executive Director. In the event any of the above-mentioned members of the Executive Committee shall be required to resign or withdraw from his position, the remaining members of the Executive Committee shall have the power to elect from the same category of membership a person to fill such a vacancy. 3. The Pacific Community shall appoint and employ an Executive Director. The responsibility and duties of the Executive Director shall be as outlined in the By-Laws.

4. The Pacific Community shall be assisted, and represented when necessary, by an Advisory Council as stipulated in the By-Laws.

EIGHTH ARTICLE: Subject to Article 4 hereof and in the event of the liquidation, dissolution or winding-up of The Pacific Community, either voluntary or involuntary, or by operation of law, the Active members shall have the power to dispose of the total assets of The Pacific Community in such manner as they, in the exercise of an absolute and uncontrolled discretion, may by a two-thirds majority vote determine provided that such distribution shall be calculated exclusively to carry out the objects and purposes for which The Pacific Community is formed and shall not result in the distribution of any part of the net earnings of The Pacific Community for the benefit of any private individual.

NINTH ARTICLE: This Constitution may be amended upon the approval of such amendment by a vote of two-thirds of its Active members present and voting at a Meeting duly convened and held as prescribed in the By-Laws. Any member of The Pacific Community may propose amendments to the Constitution for consideration of The Pacific Community at its next meeting.

Mr. WILSON. It is now proposed to set forth for the information of the committee the work that is being done by the World Trade Department of the San Francisco Chamber of Commerce and by the affiliated San Francisco Area World Trade Association.

Mr. Chairman, I would like to recommend, if no objection is received, that these two listings be included within the hearing presented today.

Mr. WILSON. In addition to the sending of business development teams from the San Francisco area to Pacific nations, the San Francisco Chamber and the World Trade Association also publish information for the businessman in the Japanese language because Japan is our biggest single overseas trading partner. It might be mentioned that publications are also printed in Spanish and there are in preparation publications in Italian, German, and French. If and when a more realistic policy vis-a-vis mainland China is adopted, we will doubtless print information on trade opportunities from the San Francisco area in the Chinese language.

In conclusion, on behalf of the international business community of the San Francisco area and, I am sure, for my colleagues who manage the World Trade Departments at the Chambers of Commerce in Seattle, Portland, Los Angeles, and San Diego, and very shortly we will have a chamber of commerce with a world trade department in Alaska, I wish to take this opportunity to thank the distinguished members of the Committee on Commerce for the opportunity to present certain information and ideas with regard to Pacific trade patterns, also to express the hope that more influential persons in the Pacific area of the United States will be called upon to help solve the problems in the Pacific than has been the case in the past, and to extend our cooperation at all times in the development of an increased flow of trade between the United States and her Pacific neighbors.

One final point, I have a copy of the just-released fact sheet_on the seventh U.S. World Trade Fair, which will be held in San Francisco during the period of September 10 to 20, 1964. This will be a most valuable vehicle for the promotion of Pacific trade as well as general international commerce and will place the world's trading spotlight on the markets and world trade of the Western United States.

FACT SHEET

THE SEVENTH U.S. WORLD TRADE FAIR, SEPTEMBER 10-20, 1964, SAN FRANCISCO,

CALIF.

THE PLACE

The Seventh U.S. World Trade Fair will be held in San Francisco, Calif., at Civic Auditorium-Brooks Hall which is located at civic center in the heart of San Francisco facing city hall. This exhibition facility is presently undergoing a $7 million renovation program which, when completed, will make it one of the most modern and best equipped exposition halls in the United States and completely air conditioned with a total square footage area of approximately 250,000 square feet. In addition 35,000 square feet of outside space is available. This marks the first time the U.S. World Trade Fair will be held on the west coast of the United States.

THE DATE

The fair will be held September 10 through 20, 1964. Ample additional time will be provided for installation and dismantling. The month of September is a prime buying month in the Western U.S. market.

THE PURPOSE

The U.S. World Trade Fair is planned essentially to create an international market on the west coast of the United States for the exhibition, promotion, and volume sale of products and services and to foster and encourage world trade and tourism.

THE SPONSOR

The Seventh U.S. World Trade Fair will be sponsored by the city of San Francisco with the cooperation of the San Francisco Chamber of Commerce. It is supported by the State of California and by the U.S. Government including the Departments of State, Commerce, and Treasury.

EXECUTIVE AND BUSINESS COMMITTEES

An executive committee is being organized to advise and consult with the management. It will consist of representatives of city, State, and Federal Government agencies, trade associations, business organizations, chambers of commerce, and importer-exporter organizations. The makeup of this committee and the business committees will be announced within a short time.

THE MANAGEMENT

The U.S. World Trade Fair will be produced and managed by the Charles Snitow Organization, which has had wide and successful experience in the production and management of both national and international shows. In addition to the U.S. World Trade Fair, the organization also manages the National Hardware Show, the International Automobile Show, the National Fancy Food and Confection Show, the International Photography Fair, and many others. This organization was also management consultant for the Soviet Exhibition in New York in 1959 and for the British Exhibition in New York in 1960.

MEMBERSHIP IN UNION OF INTERNATIONAL FAIRS

The U.S. World Trade Fair is the only exposition in North America ever admitted to the Union des Foires Internationales, the governing body of the world's foremost international fairs. This membership represents international recognition of the U.S. World Trade Fair as the Western Hemisphere's counterpart of the great trade fairs of the world.
