The list of location identified to receive ILS and MLS is as follows:

FAA's list of 172 locations which will receive MLS follows. The list is in installation order in accordance with FAA's hub/spoke network scheme. Two locations, Number 97 Carins, Alabama, and Number 98 Troy, Alabama, are funded by the DOD. They must be identified because of a contractural requirement to install the systems in clusters of no less than 4 or greater that 7 in a hub/spoke. The three locations which are reserved, Numbers 168, 169, 173, are locations reserved for clusters in that area. The list has undergone a review and we anticipate changes. We will coordinate any changes with you and seek your concurrence.

OPENING STATEMENT

Senator ANDREWS. The subcommittee will come to order

This morning we will follow a usual committee procedure of convening a panel to discuss Conrail issues, particularly the ramifications of the proposed sale. Mr. Stanley Crane, Conrail; Mr. Steve Berger, U.S. Railway Association [USRA]; and Deputy Secretary Jim Burnley, Department of Transportation, will be our witnesses.

I would like to add one more thing that concerns us. The Department of Transportation proposes to eliminate Amtrak and to fast track the abolition of essential air service which we put in after we deregulated, because so many towns are not served. We cut almost 75 percent from the UMTA budget.

Given this proposed wholesale abandonment of federally supported transportation services, maybe to the States, maybe to the private sector, but more likely to oblivion, as it looks now, I would like to find out if for 1 minute the impact on the freedom of movement for the old, the very young, the handicapped, and those living on fixed incomes, and those living in the rural areas of this Nation was even considered.

As I see it, you are guaranteeing that unless such groups of individuals have cars or some access to automobile transportation, their freedom of movement will be restricted, or in some cases eliminated, simply because of geography, economics, handicaps, and the like.

While these drastic cutbacks might prove an economic windfall for automakers and highway construction companies, they are hardly in the best interests of the citizens of this Nation, for such a policy is neither just nor equitable nor even rational.
